Crafting the advance of the methodology of applied research on the relationships between economic changes and territorial dynamics, the aim of this present article, results from compiling systematic readings and tying together theories, concepts and major results. The key issue at hand is the impact of a structural change on the relationship between the territory, herein understood as a spatial form of social behavior, and local development, seen as a process of social change driven by expectations of productive systems and arrangements of small and medium companies, territorially located and generators of employment and income. Taking the interests of the agents involved into account, this relationship expresses the possibility of a strategic collective action able to mobilize institutions and organizations, as well as firms.
A governança territorial, analisada nesta quarta e última parte do livro, deriva da institucionalização dos antigos conselhos de turismo e dos novos circuitos turísticos nos estados de São Paulo, Minas Gerais e Bahia. Como espaços de condensação de governança territorial, conselhos e circuitos fazem emergir competições entre as diversas aglomerações de circuitos naturais, fato que geralmente revela o aspecto positivo do meio ambiente e das paisagens geográficas. A partir da década de 1990, o conjunto dos setores agrícola e agropecuário deixou de ser apenas um provedor de produtos in natura e de commodities, ao integrar as suas atividades aos setores industriais e de serviços. Valendo-se do Estado, seu crescimento foi impulsionado por três fatores: primeiro, a liberalização do mercado agrícola brasileiro, que resultou no aumento das exportações do agronegócio na composição do Produto Interno Bruto (PIB). Em segundo lugar, a criação do Mercado Comum do Sul (Mercosul) e da Organização Mundial do Comércio (OMC) que, ao definir normas de investimentos, padrões técnicos e sanitários, provocaram a modernização das relações produtivas e comerciais ao exigir garantias de procedência e adaptações no arcabouço jurídico. The formation of the grape growing area of Jundiaí was influenced by Italian immigration and the diffusion of cultivar Isabella. After 1930, the coffee economy crisis, the destructuring of the large monoculture property and the emergence of the Niagara Rosada cultivar allowed for the specialization of the Jundiaí grape growing agglomeration. The diffusion of this cultivar characterized the physiognomy of the regional vineyard with the practice of the “espalier” conduction system, and developed the intangible heritage based on the religious character of the cultural manifestations and harvest celebrations. Currently, urban and industrial expansion provides negative externalities of the geographic proximity between the diverse uses of the agricultural space, a fact that imposes threats to the sustainability of the traditional grape growing activities. This work is based on the hypothesis that the Geographical Indication of the Niagara Rosada grape presupposes governance among the agents and constitutes a project of valuation of the traditional landscape and the cultural heritage, in order to contribute to adding value to the grape and to territorial development. The specific resources, even outside the market sphere, can contribute to the commercial valuation of the Niagara Rosada grape and wealth generation beyond the classic notion of “productivity”.
Abstract. The viticulture in the State of São Paulo is expressive in the Brazilian context, as it holds the second place in planted area and third in production. Considering that the main practice is table viticulture, a good proportion of the grapes processed at the most relevant wine producer counties, come from the State of Rio Grande do Sul. The objective of this work is to characterize the current context of the vitiviniculture sector in the State of São Paulo, based on the main strategies of governance and technological strategies of governmental and private agents. For that, the work is fundamented on the results of the projects financed by FAPESP: "Revitalization of the vitivinicultural productive chain in the State of São Paulo: competitiveness, governance and sustainability" (2006/51949-7) and "The Territorial Governance Modalities in the State of São Paulo: coordination, territories, public policies and development" (2011/50837-9), besides following the Chamber for the Grape and Wine Sector and interviews with leaders of the sector. Therefore, the work approaches the major improvements of the more favorable governance of the vitiviniculture sector: formation of cooperatives, technological innovation, policies, public and private investment focused on building the identity of the wine from the State of São Paulo.
