Este artigo analisa a colaboração do pesquisador estadunidense Robert King Hall junto ao programa de educação rural, coordenado pelo Instituto Nacional de Estudos Pedagógicos (INEP) na década de 1940, no Brasil. Lançado pelo governo federal em 1946, o projeto tinha como metas combater os altos índices de analfabetismo, promover uma maior qualificação da mão de obra no campo e conter o êxodo rural. Coube ao INEP organizar, coordenar e fiscalizar a construção de escolas rurais, além de promover a capacitação dos docentes que atuariam nestas instituições. Em 1949, Hall foi convidado pelo instituto para trabalhar como técnico, ministrando um curso para professores primários no Rio de Janeiro e fazendo uma análise do projeto. Nosso trabalho estuda a influência de Hall junto ao programa. Para tanto, examinamos os relatórios produzidos pelo pesquisador e publicados na Revista Brasileira de Estudos Pedagógicos, matérias de jornais e também leis e decretos referentes ao ensino rural. Enquanto pesquisador estrangeiro e colaborador do INEP, Hall realizou uma análise crítica, indicando mudanças importantes a serem realizadas no projeto. Ao mesmo tempo em que propunha reformas baseadas em experiências e referencias estadunidenses.
este artigo analisa os principais apontamentos do pesquisador estadunidense Robert King Hall acerca das reformas do ensino secundário realizadas durante o Estado Novo. Em 1940, Hall cursava doutorado em educação comparada pela Universidade de Michigan (UM) e visitou o Brasil para realizar um estudo sobre nossa educação secundária. Esta viagem foi possível com o auxílio de uma bolsa de pesquisa obtida através de um convênio, assinado entre o Instituto Brasil-EUA (IBEU) e a UM, para promoção de intercâmbios educacionais entre os dois países. Tal iniciativa era resultado do contexto de aproximação entre Brasil e Estados Unidos promovida pela Política de Boa Vizinhança. Utilizando dos conceitos de “circulação” e “moving localities”, busco discutir o processo de produção e fluxo de ideias entre educadores das duas nações a partir dos contatos estabelecidos por Hall com instituições e intelectuais brasileiros. Analisando a tese produzida pelo pesquisador, foi possível constatar críticas ao centralismo da educação brasileira e aos programas do curso secundário, recomendando-se uma maior flexibilização desta modalidade de ensino, de acordo com as diferenças regionais.
