This article brings together two growing literatures - on sociotechnical imaginaries in science and technology studies and on resource materialities in anthropology - to explore how two energy-producing communities in the American West understand the moral salience of energy systems and the place of labor within them. Studies of energy sociotechnical imaginaries overwhelmingly focus on the role that state and transnational actors play in shaping perceptions of the 'good society', rather than how these imaginaries inform and are transformed in the lived experience of everyday people. We illuminate the contested dimension of sociotechnical imaginaries and their positioning within structures of power that inform visions of moral behavior and social order. Whereas the role of energy in national imaginaries is grounded almost entirely in the consumption it enables, examining the everyday ethics of people who live and work in Colorado's uranium-rich Western Slope and Wyoming's coal-rich Powder River Basin reveals an insistence that 'good' energy systems also provide opportunities for dignified and well-paid blue-collar work. This imaginary, we argue, remains 'bounded' at a local scale rather than circulating more widely to gain national or international traction. Theorizing this boundedness illustrates not only the contested nature of sociotechnical imaginaries, but also the constraints that material assemblages and sediments of the past place on imagined futures.
Despite a global push in the development and implementation of widespread alternative energy use, significant disparities exist across given nation-states. These disparities reflect both technical and economic factors, as well as the social, political, and ecological gaps between how communities see energy development and national/global policy goals. Known as the “local-national gap”, many nations struggle with fostering meaningful conversations about the role of alternative energy technologies within communities. Mitigation of this problem first requires understanding the distribution of existing alternative energy technologies at the local level of policymaking. To address the limitation of existing adoption trend analysis at the scale of local governance (e.g., county governments), this paper demonstrates a novel method for contextualizing solar technology adoption by using the State of Georgia in the United States as an exemplar. Leveraging existing work on the Gini Coefficient as a metric for measuring energy inequity, we argue these tools can be applied to analyze where gaps exist in ongoing solar adoption trends. As we demonstrate, communities that adopt solar tend to be concentrated in a few counties, indicating existing conversations are limited to a circumscribed set of social networks. This information and the model we demonstrate can enable focused qualitative analyses of existing solar trends, not only among high-adoption areas but within communities where little to no adoption has occurred.
There are many water treatment technologies available to the nursery and greenhouse industry, but this sector has been somewhat hesitant to adopt them. An online survey was used to evaluate nursery and greenhouse growers’ knowledge, implementation, and continued use of 12 water treatment technologies. Less than 24% of the growers had used a water treatment technology. The knowledge level was low overall, and fewer than one in four growers had implemented all 12 technologies. However, most growers who had implemented 10 of the 12 technologies continued to use them. The results imply water treatment technologies available for this group are somewhat unknown and underused, thereby implying that there is a need to increase awareness of these innovations and highlight the opportunity for growers to advocate for treatment technology use among their peers.
This article advances recent scholarship on energy security by arguing that the concept is best understood as a sociotechnical imaginary, a collective vision for a "good society" realized through technoscientific-oriented policies. Focusing on the 1952 Resources for Freedom report, the authors trace the genealogy of energy security, elucidating how it establishes a morality of efficiency that orients policy action under the guise of security towards the liberalizing of markets in resource states and a robust program of energy research and development in the United States. This evidence challenges the pervasive historical anchoring of the concept in the 1970s and illustrates the importance of the genealogical approach for the emerging literature on energy and sociotechnical imaginaries. Exploring the genealogy of energy security also unpacks key social, political, and economic undercurrents that disrupt the seeming universality of the language of energy, leading the authors to question whether energy security discourse is appropriate for guiding policy action during ongoing global energy transitions.
Generating timely, honest, and useful feedback is the cornerstone of all extension program evaluation. However, historical evaluation practices, especially in the international agricultural extension context, have relied on models that emphasize external criticism. One model of evaluation that has the potential to shift the focus toward a more collaborative model of evaluation is that of appreciative evaluation. Appreciative evaluation strives towards building on existing strengths rather than criticizing weaknesses with an emphasis on identifying what an organization does well. This research note reviews the results of a recent survey given to a group of extension professionals within a large land-grant institution to examine how extension professionals view the role of evaluation within their programming from an appreciative perspective. Respondents (n = 204) expressed great professional satisfaction in their work delivering programs and a sense of self-worth stemming from the impact they have in their respective communities. Evaluation tools and techniques were enabling forces as they allowed respondents to gather timely data and make adjustments to programs in ways that were reflective of community needs. When asked to identify any structural components of the extension system that improve evaluation practices and procedures, respondents emphasized the importance of both formal and non-formal training opportunities, the development of modular evaluation tools, and collaboration both within extension and their respective community(ies). The results indicated appreciative inquiry methods have the potential to provide valuable feedback about existing programming.
