Peran sosial media dalam aktivitas politik tanah air semakin besar, khususnya dalam menyebarkan ide, gagasan, informasi, maupun komentar. Pemilihan umum presiden merupakan pesta demokrasi terbesar tiap lima tahunan, dimana keterlibatan masyarakat menjadi salah satu tolak ukur keberhasilannya. Konten yang dismpaikan melalui media sosial akan viral dan tidak akan mudah untuk melihat besar dampak atau efeknya. Dengan menggunakan analisis jaringan komunikasi dapat mengungkap sebaran informasi yang berkaitan pemetaan meme politik di media sosial. Pengumpulan data analisis jaringan dilakukan dengan mengunduh data interaksi di media sosial pasca debat. Percakapan yang diunduh meliputi beberapa hashtag/tagar (#) yang secara eksplisit berkaitan dengan debat. Empat tagar yang berkaitan antara lain, #debatpilpres2019 #jokowiamin #prabowosandi #pilpres2019. Pengumpulan data ini menggunakan aplikasi NODEXL. Baru kemudian dipilah yang menggunakan meme sebagai teks penyampai pesan utamanya. Dari penelitian ini didapatkan hasil akun anonim lebih dominan dalam percakapan. Meme yang paling ramai memancing perhatian adalah start-up unicorn berhasil memancing diskusi dan perdebatan di twitter. Interaksi lebih tinggi didapati kubu Prabowo. Tiga media massa dalam jaringan ini, yakni Liputan6, Indosiar, serta ConversationIDN berusaha menampilkan opini yang berimbang, yakni mentweet kedua paslon secara proporsional. Akan tetapi akun influencer, buzzer, dan BOT, lebih berperan dalam kuantitas percakapan. Interaktivitas antar akun lebih didominasi oleh retweet ketimbang reply atau komentar.
This article discusses the possibility of initiating the Indonesian perspective of communication theory, an idea that was derived, while also drawing inspiration, from the Asian perspective of communication theory offered by Kincaid and Dissanayake in the 1980s. The question raised in this article is, is it still relevant to formulate a communication theory based on Indonesian culture, as globalization has increasingly blurred the boundaries between "the local" and "the global"? By using cultural studies and postcolonial theories, as well as literature study methods, the results show that it is possible to initiate communication theory from the Indonesian perspective, although this possibility is still accompanied by a few notes. First and foremost, problematizing the concept of Indonesia itself. Second, conducting dialogue with other scientific disciplines which also criticize the hegemony of Western theories. By adhering to the two notes above, the Indonesian perspective of communication theory is expected to avoid the trap of essentialism and ahistoricism, as seen in various other approaches that also criticize the hegemony of Western theories in communication studies.
This research focused on the Indonesian government’s global pandemic policies mapping from 2000-2021. Indonesia has been affected by some diseases such as H1N1, H5N1, SARS-Cov-1, and the current SARS- CoV-2 (Covid-19). These three outbreaks will be the main focus of this research in order to see the readiness of Indonesian government policy mapping to emergencies. This research will measure Indonesian health policy mapping based on its capability to adapt to the local context, construct a care delivery value chain, leverage shared delivery infrastructure, and improve health delivery and economic development. We perform feasibility analysis with a method scoring system to the fourth Pillar above. The result of this research indicated that most of the health policies taken by the Indonesian government are oriented on the response to a current condition, not preparing for future health challenges. At the end of this paper, this research will also provide patterns and descriptions regarding the development of health policy-making in order to deal with emergency conditions caused by pandemics or certain viral epidemics. New Public Service is a paradigm of governance that prioritizes public services in a democratic, fair and equitable manner. Bandung City Government should provide good public services along with the development of the current digital era. Smart City is one way for the Bandung City Government to organize its government. The results of this study indicate that the public services of the city of Bandung are carried out in various ways such as providing services to the community easily through applications, wifi parks, online complaint services, official websites, e-budgeting, and so on.Keywords: New Public Service, Smart City, Bandung
