El presente libro, los recursos naturales: El paradigma del siglo XXI, busca exponer, dentro del escenario académico e investigativo de Colombia, el papel que tienen los recursos naturales en el desarrollo y la consecución de los intereses geopolíticos de los Estados, lo cual va más allá de su simple adquisición o explotación. Adicionalmente, proporciona un punto de vista ecocéntrico para el análisis de estos recursos y de la relevancia que tienen en los países, estudia el impacto que produce su obtención y protección en las naciones y explora su relación con otros factores, como el cambio climático, el desarrollo sostenible, la contaminación, entre otros. En un sistema internacional, caracterizado por la globalización y la interconexión física y tecnológica (Macías, 2016), los temas referentes al medio ambiente tienen una gran importancia en la agenda nacional e internacional de los actores estatales y no estatales en todo el mundo; de hecho, en los últimos años, se ha venido evidenciando la influencia fundamental en el desarrollo económico que poseen los recursos estratégicos escasos y distribuidos de manera desigual a lo largo y ancho del globo (Martínez, s.f.). El interés geopolítico directo en controlar las riquezas de los recursos naturales explica, en gran parte, los cambios en las dinámicas; en este sentido, resulta trascendental comprender los movimientos que tienen lugar en la nueva geopolítica de los recursos, en el mercado energético internacional y en la forma en que países clave —como Arabia Saudita, China y Estados Unidos— hacen frente a los cambios en estos aspectos (Martínez, s.f.).
Dentro de los componentes que integran este documento está un análisis sobre el posicionamiento actual que ha tenido China dentro del sistema internacional y su surgimiento desde finales del siglo pasado, más aun teniendo en cuenta las diferentes acciones diplomáticas y comerciales realizadas por esta potencia asiática que han llegado a afectar los intereses de Estados Unidos; asimismo, se describe la relación que han tenido los recursos naturales con el posicionamiento geopolítico de este gigante asiático, de forma particular aquellos que son considerados como fuentes energéticas, con el fin de tener insumos teóricos que permitan estudiar las relaciones que se han entablado entre China y Latinoamérica, especialmente dentro del escenario geopolítico de la región, para establecer conclusiones sobre el porvenir de este tipo de interacciones.
The context of the economic policies of the region in which the models of economic growth are inscribed is presented in a general way, an aspect that marks a direct relationship with the aspects that the region played in the aftermath of the economic crisis of the 1980s and that brings with it the adoption of the Washington consensus policies that allowed extractive uses of resources and a vision in which fiscal balance is related to the vision on the exploitation of new areas, in particular energy mining resources. There are some effects of structural adjustment policies on natural resources and how there is a shift towards the so-called commodity consensus.
