A powerful practical solution is by far the most desired output when making decisions under the realm of uncertainty on any safety-critical marine or offshore units and their systems. With data and information typically being obtained incrementally, adopting Bayesian network (BN) is shown to realistically deal with the random uncertainties while at the same time making risk assessments easier to build and to check. A well-matched methodology is proposed to formalize the reasoning in which the focal mechanism of inference processing relies on the sound Bayes's rule/theorem that permits the logic. Expanding one or more influencing nodal parameters with decision and utility node(s) also yields an influence diagram (ID). BN and ID feasibility is shown in a marine evacuation scenario and that of authorized vessels to floating, production, storage, and offloading collision, developed via a commercial computer tool. Sensitivity analysis and validation of the produced results are also presented.
The maritime industry is moving toward a "goal-setting" risk-based regime. This opens the way to safety engineers to explore and exploit flexible and advanced risk modeling and decision-making approaches in the design and operation processes. In this article, following a brief review of the current status of maritime risk assessment, a design/operation selection framework and a design/operation optimization framework are outlined. A general discussion of control engineering techniques and their application to risk modeling and decision making is given. Four novel risk modeling and decision-making approaches are then outlined with illustrative examples to demonstrate their use. Such approaches may be used as alternatives to facilitate risk modeling and decision making in situations where conventional techniques cannot be appropriately applied. Finally, recommendations on further exploitation of advances in general engineering and technology are suggested with respect to risk modeling and decision making.
As maritime engineering products become more and more complex and the public concern regarding their safety increases, design for safety has attracted more and more attention in the marine and offshore industries. This paper reviews the current practices in risk assessment employed in the marine and offshore industries. The issues in risk assessment of large maritime engineering products are highlighted. A design for safety methodology is described together with the typical supporting risk assessment techniques. Several novel safety modelling and decision making techniques are outlined. Examples are used to demonstrate two novel risk modelling and decision making tools described with an aim of providing safety engineers with an opportunity to appreciate the novel approaches.
