Аннотация. Для туристической отрасли пандемия коронавируса COVID-19 стала самым серьезным вызовом за все время ее существования. Отрасль терпит серьезные убытки и теряет рабочие места, что в целом негативно отражается на уровне безработицы в стране. Тем временем, строгие противоэпидемические меры, введенные различными странами, ускорили трансформацию мирового туризма. На рынке появляются высокотехнологичные компании с глобальными амбициями, цифровые стартапы, что приводит к появлению новых возможностей для индивидуальных туров и новых форматов международного сотрудничества. Очевидно, что мировой кризис, связанный с пандемией короновируса COVID-19, в дальнейшем приведет к новому, более устойчивому формату туристического комплекса. Цель написания статьи -изучение современного состояния и мер стимулирования туристической отрасли в условиях пандемии коронавируса COVID-19 и разработка концептуальной модели развития туристского комплекса в таких условиях. В работе использованы следующие методы научного познания: абстракция, анализ, индукция, синтез. В статье обоснована актуальность исследования. Рассмотрены некоторые индикаторы функционирования внутреннего туризма в период пандемии в сравнении с предыдущими периодами, в частности туристический поток России ввиду распространения коронавирусной инфекции. Рассмотрены меры поддержки туризма в сложившихся условиях, выделены отдельно актуальные меры поддержки отрасли. Обозначены основные идеи целевых федеральных проектов, таких как: национальный проект «Туризм и индустрия гостеприимства», «Стратегия развития туризма в России до 2035 года». Предложена концептуальная модель управления туристским комплексом региона в условиях пандемии коронавируса COVID-19, которая предполагает системный подход к диагностике развития туризма и позволяет формализовать управленческие воздействия на туристский комплекс решений для обеспечения его устойчивого развития.
