The COVID-19 pandemic has exacerbated the food security problem in many countries around the world. Although agri-food systems were more resilient to shocks than other sectors of the economy, the global economic downturn caused by the pandemic increased unemployment, lowered overall incomes and purchasing power, forcing consumers to switch to cheaper diets. The identified problems are exacerbated by the continuing increase in land degradation and biodiversity and increasingly frequent adverse weather events. In this regard, taking into account the increasing degree of involvement of states in international processes, it seems relevant to study the provision of national food security of the Republic of Belarus in the context of global trends for the timely identification and anticipation of risks and threats. The paper presents the results of study of modern aspects of ensuring food security at the global and national levels. The tendencies of physical and economic accessibility of food in the domestic market are revealed, the assessment of level of nutrition and quality of life of population is presented. Prospective directions for improving the state policy in the field of food security are substantiated, aimed at the optimal use of production potential, maintaining supply of food to population at a level sufficient for healthy nutrition, eliminating dependence on unjustified imports, protecting the interests of domestic producers, as well as enhancing foreign economic activity. СИСТЕМА МЕР ПО РАЗВИТИЮ РЫНКА СЕМЯН ОВОЩНЫХ КУЛЬТУР В РЕСПУБЛИКЕ БЕЛАРУСЬАннотация. Оригинальные и элитные семена сельскохозяйственных растений являются основой произ вод ства репродукционных семян и способствуют увеличению объемов производства овощной продукции, обес печению сырьем перерабатывающих организаций республики. Отечественные сорта и гибриды овощных культур имеют высокий потенциал, обладают комплексом хозяйственно ценных признаков и могут занять определенную нишу в профессиональном и особенно в любительском овощеводстве. Вместе с тем реализация потенциала созданных сортов и гибридов овощных культур во многом определяется условиями семеноводства. В стране сложилась ситуация, при которой свыше 85 % семян овощных культур, используемых для производства овощей, завозится по импорту. При этом производство необходимых объемов семян, которое обеспечит нормативный выпуск овощной продукции для потребления населением и обрабатывающей промышленностью, выступает не только фактором развития овощного рынка, но и условием содействия гарантированию продовольственной безопасности страны. В связи с этим требуется активизация отечественной селекции и семеноводства в овощеводческой сфере. В статье обоснована практико-ориентированная система мер по развитию рынка семян овощных культур в Республике Беларусь, включающая следующие блоки регулятивного воздействия: стимулирование развития сферы размножения семян овощных культур; совершенствование учета движения товарных потоков на рынке семян овощных культур; интеграция страны в мировую систему товарного семеноводства овощных культур; обеспечение прослеживаемости оборота семян на основе цифро визации; развитие комплексного технико-экономического подхода осуществления производственной деятельности; про ве дение мониторинга рынка семян овощных культур. Разработка содержит совокупность систематизированных инструментов, применение которых позволяет обосновывать действенные управленческие решения в сфере АПК для эффективного формирования благоприятной организационноэкономической среды производства и сбыта конкурентоспособных семян овощных культур отечественной селекции.
In the context of economic challenges and sanctions restrictions, multi-vector foreign trade and development of new segments of the world market remain a priority task of the state foreign economic policy of the Republic of Belarus. Asian countries, characterized by a large population, growing demand for these products against the background of an insufficient level of self-sufficiency, diverse taste preferences of consumers, as well as an increase in their purchasing power, are considered as one of the directions for the geographic expansion of exports of agri-food products. Under conditions of the unstable general economic and agrarian situation on the continent, Vietnam, Iran, China, and Singapore are our country’s key trading partners among Asian countries. This requires a comprehensive study to determine the further interaction of these countries with the Republic of Belarus. Scientific results are presented, including the justification of customs-and-tariff and non-tariff conditions for access to the markets of Vietnam, Iran, China, and Singapore, as well as a developed set of effective ways for promoting Belarusian agri-food products on the territory of these states. In addition, a forecast of export supplies of domestic products was carried out, taking into account the specifics of trade policy and trade and economic cooperation between the Republic of Belarus as a member state of the Eurasian Economic Union and the Asian countries under study. Practical implementation of the results obtained will allow Belarusian exporters to create competitive advantages based on the application of preferential terms of trade, increasing the efficiency of financial and non-financial instruments, expanding organizations’ access to support mechanisms, development of agricultural commodity distribution network, introduction of information, communication and digital tools for sales and marketing policies.
