Public management plays a crucial role in promoting sustainable development goals (SDGs). Efficient public administration is crucial in attaining the SDGs as countries address challenging matters such as poverty, gender equality, climate change, environmental degradation, healthcare, quality education and affordable energy. While there is a global dedication to achieving sustainable development goals (SDGs), the importance of public administration in effectively addressing intricate sustainable development difficulties remains a significant concern. Government policies and programs ought to be implemented by the public administration. Nevertheless, numerous obstacles hinder the implementation and integration of the SDGs in public management systems that promote public interest and ensure equality, representation and responsiveness to citizens. The research design employed was a phenomenological approach, seeking to assess the role of public management by uncovering the experiences of individuals involved in sustainable development. To achieve a better coverage of the population within the sample, a stratified random sampling method was employed. The target demographic included public managers, policymakers, and other stakeholders. Stratification ensures that stakeholder groups are represented in proportion to their importance. The findings suggest that although sustainable development goals have been included in public management practices, there is a need to enhance their alignment across all dimensions. The formulation and implementation of policies strongly influenced the progress made towards achieving sustainable development goals. These recent discoveries not only enhance our comprehension of the role of public management in attaining sustainable development goals, but they also provide policymakers and practitioners with a clear direction.

The subject of the study is the management of shifts in the use of land resources. Methodology. The research uses general scientific methods: theoretical generalization, methods of positive and normative analysis, and methods of statistical analysis. The goal is to study the European experience of managing the changes in the use of land resources. Research conclusion. The comparative characteristics of the state of land use in European countries and Ukraine were carried out. The place of Ukraine in the European land use is shown. Today in Ukraine 32.7 million hectares of arable land is cultivated, which is about one third of the European arable land. According to the statistics, one Ukrainian has twice as much agricultural land as one European. The total area of Ukraine on the scale of Europe occupies about 6% of its territory, the area of agricultural land is 19% of agricultural land in Europe. The level of arable land in Ukraine is 54%, while in Europe this indicator reaches barely 35%. The main stages of changes in the use of land resources through the prism of the normative and legal component of land reform are highlighted. Retrospective data on the formation of land relations, as well as the formation of the land market in Ukraine are revealed. The main structure of all Ukrainian lands was analyzed. The analysis of the ownership structure of agricultural land shows that the majority of land is privately owned – 31.0 million hectares or 75%, 8.7 million hectares or 21% are state owned, and 1.7 million hectares or 4% are communally owned. The dynamics of price changes for agricultural land in European countries are presented. It was noted that in comparison with 1990, before the establishment of an independent state, there have been drastic changes in the distribution of land according to forms of ownership, which is a direct result of the land reform. It was emphasized that despite the lifting of the moratorium on the sale of agricultural land, the land reform is still ongoing, and in connection with it, significant changes in the use of land resources are taking place. One of the most difficult tasks is to complete the reform of land relations and establish a unified land use system that can combine the freedom of land ownership, its effective use and social justice in the distribution of land. The world experience of managing changes in the use of land resources has shown that the liberalization of the agricultural land market has different scenarios for different countries. The Ukrainian economy has been in need of market opening for a long time.

The subject of the study is the processes of the current state and the main trends in the real estate market of Ukraine. Methodology. The research was conducted using general scientific methods, in particular: theoretical generalization, methods of positive and normative analysis, statistical analysis. The goal is to analyze the processes of the current state and the main trends in the real estate market of Ukraine. Research conclusion. The main trends in the real estate market of Ukraine are highlighted. The legal features ensuring the real estate industry are determined: restrictions and simplifications concerning the functioning of the real estate market. Trends in the formation of real estate prices on the primary and secondary market are highlighted. The structure of the primary and secondary market by types of real estate planning and by types of housing was analyzed. It is emphasized that the buyers, as before the war, need compact quarters or mixed type of buildings of different floors, in which, in addition to housing, all necessary infrastructure is provided (grocery stores, cafes, pharmacies, schools, kindergartens, playgrounds, recreation areas, offices, etc.). However, due to the war, specific requirements are added to the standard ones, such as the safety of the complex, for example, the presence of underground parking adapted for bomb shelters, etc. The price of apartments has already increased, especially in hryvnia equivalent. The average price per square meter is higher than in February, 2022. The growth trend will continue in the post-war period. After all, the price is directly affected by the buying mood of customers, the weakening of the hryvnia against the dollar, the pace of construction recovery, and the remoteness of the region from hostilities. Taking into account the rising cost of construction materials and complicated logistics, the price per square meter for new construction projects will increase significantly. In addition, new players are entering the real estate market, such as temporarily displaced persons who have adapted and plan to stay, workers who have moved due to company relocations, and investors who have decided to protect their investments. The significant slowdown in the pace of construction, the lack of new facilities, despite weak demand, will lead to a certain shortage of high quality residential projects and, consequently, a shortage of comfortable and liquid residential properties on the market. Ukraine expects a decrease in the purchasing power of the population and, accordingly, a decrease in the opportunities to purchase real estate. The way to avoid these complications is the intervention of the state and local self-government bodies, for example, communal housing, which will belong to the community, can be rented on a long-term basis to vulnerable sections of the population, immigrants and those groups of people who need it but cannot afford to buy it.
