The existing evaluation system of cultivated land quality mainly considers the natural quality and utilisation conditions, but without sufficient emphasis on ecological environment, which can’t meet the requirements of the trinity pattern protection policy. This study, using GIS spatial analysis and multifactor comprehensive evaluation method, constructed a comprehensive evaluation index system, and applied it in Shengzhou. The results show that: (1) under the comprehensive evaluation system, the quality of cultivated land was classified into five levels and revealed normal distribution with the third level cultivated land area as the peak, successive reduction to the two poles, and the overall quality was good relatively; (2) A close relationship was observed between the quality grade of cultivated land and the landform, the valley plain with highest cultivated land quality was the main grain-producing areas. However, the cultivated land in mountainous areas was poor relatively, and vulnerable to geological disasters; (3) The quality grade of cultivated land was related to economical activities directly. The high-quality cultivated land resources made these towns the main grain-producing areas with many agricultural industries distribution. This study provided a new assessment approach that can support cultivated land grading, quality improvement, and sustainable usage, as well as providing a reference for related research and application.

Sustainability of Agricultural Crop Policies in Rwanda: An Integrated Cost–Benefit Analysis

Rwanda has aimed to achieve food self-sufficiency but faces binding land and budgetary constraints. A set of government policies have been in force for 20 years that have controlled the major cropping decisions of farmers. A cost–benefit analysis methodology is employed to evaluate the financial and resource flow statements of the key stakeholders. The object of the analysis is to determine the sustainability of the prevailing agricultural policies from the perspectives of the farmers, the economy, and the government budget. A total of seven crops were evaluated. In all provinces, one or more of the crops were either not sustainable from the financial perspective of the farmers or are economically inefficient in the use of Rwanda’s scarce resources. The annual fiscal cost to the government of supporting the sector is substantial but overall viewed to be sustainable. A major refocusing is needed of agricultural policies, away from a monocropping strategy to one that allows the farmers to adapt to local circumstances. A more market-oriented approach is needed if the government wishes to achieve its economic development goal of having a sustainable agricultural sector that supports the policy goal of achieving food self-sufficiency.

This paper reviews the scholarly literature discussing the effect(s) of land registration on the relations between land tenure security and agricultural productivity. Using 85 studies, the paper focuses on the regular claim that land registration’s facilitation of formal documents-based land dealings leads to investment in a more productive agriculture. The paper shows that this claim is problematic for three reasons. First, most studies offer no empirical evidence to support the claim on the above-mentioned effect. Second, there are suggestions that land registration can actually threaten ‘de facto’ tenure security or even lead to insecurity of tenure. Third, the gendered realization of land registration and security may lead to uneven distribution of costs and benefits, but these effects are often ignored. Next to suggesting the importance of land information updating and the efficiency of local land management institutions, this paper also finds that more research with a combined locally-set approach is needed to better understand any relation(s) between land tenure security and agricultural productivity.
