Why Do Workers Take Safety Risks?—A Conceptual Model for the Motivation Underpinning Perverse Agency

Abstract: Exposure to chronic harm is difficult to manage and prevent in industry. There is a need to better understand the state of mind when workers disregard safety processes and expose themselves to this type of risk. This paper develops a theoretical model of the reason why workers voluntarily expose themselves to occupational health and safety (OHS) hazards. This Risk, Agency, and Safety & Health (RASH) model proposes that people willingly expose themselves to chronic injuries via a series of risk-taking processes… Show more

“…Management of OHS risks is a crucial component in the legislative landscape of most countries and in any business [35,36]. Existing methodologies for reducing harm are primarily based on the risk methodology [37], namely the reduction of consequence or the likelihood of harm.…”

“…This is evident in the need to repeatedly represent causal chains on the diagram, hence our suggestion to use modules. It does not readily capture the more abstract organisational factors such as organisational culture and perverse agency [85]. Nonetheless, Bowtie does excel at representing the failings of the operational systems alongside the physical faults.…”

“…Another area where psychology intersects with health and safety is in the perverse agency concept [57], which seeks to explain why workers take safety risks that may lead to adverse long-term health.…”

“…Methods to evaluate long-term health effects are especially absent. Self-prevention is difficult because of the challenge of identifying harm associated with the work, see also the concept of perverse agency [57]. The relationship between hazards and consequences are often poorly developed.…”
