With social housing providing accommodation to the most vulnerable individuals within society it is recognised as a key priority area which has the potential to deliver holistic integration across a range of service providers. A need is emerging to examine the nexus between the energy, housing, health and social care sectors to understand how these separate but interlinked policy agendas are integrated in practice. Presented are the findings of interviews conducted with 24 key stakeholders under a thematic analysis, exploring the key themes and prevalent trends which shape the challenges to creating a holistic retrofit system within social housing for the improved wellbeing of older people, through the lens of governmentality. The analysis revealed that the ideological barriers presented prevent a holistic retrofit process and inhibit the potential to create successful collaboration within the healthy ageing agenda. The retrofit of domestic housing is centred around the concept of sustainability; however, the ideological prioritisation of economic considerations over people has created an increased pressure on resources, favouring ease and cost cutting over communication, collaboration, and efficiency. Significant change must occur within governance and organisational structures; increasing flexibility and alliances, creating a viable means of interaction to create solutions and improve implementation.

The construction industry is responsible for major environmental impact, particularly in terms of energy consumption, biodiversity and waste. As a sector, construction has unique characteristics including dependence on the temporary structure of the project for the delivery of its product, the built environment, and the requirement for joint working of many organisations, from micro to large. The lens of agency offers a valuable perspective with which to examine how individual professionals, projects and organisations can contribute to more sustainable outcomes. The chapter draws on the literature, primarily from psychology and construction research, to offer a review of relevant research from 2005. It explores conceptualisations of agency, and the role of agency in driving towards greater sustainability in construction. The findings note the dearth of research focusing directly on agency, and the evidence for mechanisms through which agency may exert influence, including professional and collective identities, professional and personal commitment to sustainability, narratives and framing, and the construction of knowledge. The chapter suggests questions for a future research agenda including examining success stories of sustainable construction through the lens of agency; exploring non-human agency such as materials, buildings and organisations; and the potential of altered discourses including visionary, future-oriented narratives.

Adoption of Energy Efficiency Measures in Renovation of Single-Family Houses: A Comparative Approach

Inclusion of energy efficiency measures (EEMs) in the renovation of the single-family housing stock can unlock the potential for much-needed energy efficiency to tackle climate change. Energy renovation (ER) in single-family houses is often promoted as an aggregate process, and EEMs are treated homogenously without sufficient attention to their differences. This study applies a comparative analysis on common EEMs using chi-square test to investigate the influence of factors already found affecting the implementation of ER. This paper addresses the “personal” and “house-related” factors influencing the adoption of EEMs regardless of motives or barriers leading the adopters’ decisions. This strategy is useful to highlight the contexts leading to an increase in the adoption rate of different EEMs. The analysis is based on a questionnaire survey mailed in spring 2017 to 1550 single-family homeowners in the northern region of Sweden. Approximately 60% of respondents showed interest in adopting at least one EEM if they implement a major renovation. About 46% of respondents stated to have at least one indoor environmental problem (IEP) in their houses, and IEPs are found to have significant relations with homeowners’ interest to adopt several different EEMs. The policy implications related to different EEMs are discussed.
