Program sustainability requires grantees to be service providers, evaluators, and fundraisers. State agencies support programs that enhance state priorities and systems, are community driven, are high quality, have ongoing evaluation, and strong management and fiscal practices. Sustainable programs are of reasonable cost and have the potential for replication, modification to meet changing community needs, and providing technology transfer and other by‐products. Planning includes identifying potential funders, developing funding goals, objectives, strategies, and timelines, marketing, providing technical assistance, and performing cost‐benefit analysis. Federal agencies should involve states in planning future federal grants and require grantees to begin sustainability planning in year one. Programs not receiving renewed funding have ethical responsibilities to participants, agency staff, and the community when services end. © 2000 John Wiley & Sons, Inc.
