Economies have always been prone to different kinds of exogenous shocks, which can destabilize the path and pattern of regional economic growth. Regional economy perturbed by a shock may move onto a new growth path by re-establishing economic linkages, both internally and with other regions. The question why one region is more vulnerable to economic shock than other, impelled to analyze notion of resilience in a regional development context. Despite own limitations of quantitative methods, several approaches in the form of composite indices (CIs) have been proposed by the European Union (EU) and the other institutions. The aim of this paper is to throw light on some of the underlying aspects of regional resilience and provide an overview of a notion as well as analysis of research studies on constructing the territorial CIs. The main results of the paper are overview and comparison of regional resilience literature and empirics of existing CIs that lead to measuring the EU NUTS-2 regions resilience based on constructing own index. CIs construction includes several steps that have to be made and corresponding methods have to be chosen. Primarily, selection of sub-indicators, normalizing methods, weighting schemes and aggregation formulas are fundamental. ARTICLE HISTORY

Abstract. As Initial Public Offering (IPO) is a significant milestone in the financial strategy of a firm, this study aims to evaluate performance of IPOs using multiple measures including accounting-based performance (ABP), value-based performance (VBP) and overall performance (OP) in the pre-and post-IPO periods. Therefore, we present two combined approaches based on a compromise MCDM method-VIKOR and objective weighting methods-CRITIC and MW (Mean Weight) to evaluate and rank IPOs to help shareholders with understanding on how their performance changes under the different measures. Since the compromise solution (one or a set) proposed by VIKOR depends substantially on criteria weights, VIKOR-CRITIC can show more realistic results because of the differential weights assigned to criteria by CRITIC. In this study, a case study is conducted in order to evaluate the performance of Turkish IPOs based on ABP, VBP and OP measures using the combined methods. The results show that the compromise solution results obtained by VIKOR-CRITIC may be a guideline for investors in making more profitable investment decisions before leaping into any investment decision.

Abstract-The emergence of web-based Knowledge Management Systems (KMS) has raised several concerns about the quality of Knowledge Objects (KO), which are the building blocks of knowledge expertise. Web-based KMSs offer large knowledge repositories with millions of resources added by experts or uploaded by users, and their content must be assessed for accuracy and relevance. To improve the efficiency of ranking KOs, two models are proposed for KO evaluation. Both models are based on user interactions and exploit user reputation as an important factor in quality estimation. For the purpose of evaluating the performance of the two proposed models, the algorithms were implemented and incorporated in a KMS. The results of the experiment indicate that the two models are comparable in accuracy, and that the algorithms can be integrated in the search engine of a KMS to estimate the quality of KOs and accordingly rank the results of user searches.
