Wahl- und Handlungsmöglichkeiten psychisch kranker Menschen im SGB II

Abstract: The article examines the job centres’ role in promoting autonomy of benefit recipients with a mental disease under the Social Code II. Restricting factors are little knowledge of mental illnesses, lack of support for labour market integration and a hierarchic communication with placement officers. However, a trustful relationship with case workers and allowing clients to take an active role in the counselling process supports the notion of autonomy.

“…In our view, this large set of control variables makes the unconfoundedness assumption a reasonable one, especially since impact estimates of ALMPs have been shown to be very robust to typically unobserved confounders such as self‐rated health, work motivation, job search behaviour or concessions willing to make for a job when using a large set of background characteristics based on high‐quality administrative data (Caliendo et al, 2017; Tübbicke, 2022). Lastly, qualitative evidence shows that caseworkers are often unable to assess the mental health status of jobseekers (Kupka et al, 2017), making selection based on unobserved mental health components relatively unlikely. Nonetheless, we assess the validity of the unconfoundedness assumption by estimating placebo effects using pseudo‐outcomes closely related to our actual outcomes (Imbens, 2015), showing that the identification assumption appears to be a reasonable approximation in this case (see Section 4.4).…”

“…When those with mental health impairments actually participate in ALMPs, they profit more than others (Tübbicke & Schiele, 2023). Kupka et al (2017) find that benefit recipients with mental health restrictions who were referred to case management, a comprehensive counselling that additionally addresses issues such as housing problems, debt, or health, reported positive experiences in terms of support and offered measures. However, funding for case management is restricted, such that not all benefit recipients with health restrictions could participate, and it is not offered by all jobcentres.…”

“…In the interdisciplinary rehabilitation teams, the health professional competencies of occupational therapists are found to play a significant role (Christensen et al, 2021). Kupka et al (2017) find on the basis of a qualitative study for Germany that many benefit recipients with mental health restrictions would welcome job search support by the jobcentre, but feel their potential is underestimated. Some report no job offers by the jobcentre at all or only offers that do not fit their capabilities.…”
