This study aims to look at the quality of life and empowerment of women in Central Sulawesi. The quality of life and women's empowerment is the essence that is always put forward by the Ministry of Women's Empowerment and Child Protection in the midst of gender imbalances in various fields of development, as well as to realize the International commitment of 50 gender equality: 50 by 2030. This research uses qualitative research methods with data collection techniques. secondary from various institutions. The results showed that the development achievement gap between men and women can be seen from the Gender Development Index in Central Sulawesi of 92.25. Although Central Sulawesi shows good results compared to other provinces in Indonesia, the acceleration of development of women in Central Sulawesi is still slower than men. Meanwhile, in general, Indonesia's human development is still at the middle level with the Human Development Index (HDI) 66.76. Furthermore, the Central Sulawesi Gender Empowerment Index is at 65.57. The Gender Empowerment Index describes the quality of life and empowerment of women in politics, economy and decision making and control of economic resources.

Rural development is a priority agenda for national development to improve the welfare of the people. The results of this study examine how the ability of the village government to utilize the village fund budget is so large, without any form of deviation. In public sector studies, capacity is defined as the ability to manage human resources, finance, physical infrastructure, and information. In this study, qualitative research methods were used to obtain accurate data and collect reliable data from related institutions and informants. The informants in the study were 7 village heads. The findings in this study are that the capacity of the village government in managing the village funds budget in Pulau Sembilan District, Sinjai Regency is not optimal

Community Participation in Development at Soppeng Regency

Community participation is the main asset in achieving the government's program goals. This study aims to determine community participation in development at Baringeng Village, Soppeng regency. Therefore, to find out the objectives of this study, the researcher used descriptive qualitative research. The informants in this study were (7 peoples) using data collection techniques that were carried out through observation, interviews, and documentation. The data obtained from the research results were processed using data analysis techniques consisting of data collection, data reduction, data presentation, and conclusion drawing. The results showed that community participation in development at Baringeng village, Soppeng regency was in the high category. This can be viewed from several indicators, including thought participation, energy participation, property participation, skills participation, and social participation.
