All qualitative research faces fundamental hurdles in overcoming issues of access and ensuring the credibility of one's observations. These issues are particularly acute when conducting research in hybrid regimes when the area of investigation is explicitly political and local authorities are sensitive to scrutiny. In the study of Russian politics, growing authoritarianism has meant a shrinking of the field and a corresponding adjustment in fieldwork practices. The disciplinary silence concerning the impact of regime type on fieldwork further threatens the quality and usefulness of comparative research on non-democratic regimes beyond Eurasia. The danger is that interesting and necessary questions about hybrid regimes are sacrificed as scholars opt to conduct fieldwork in more congenial locales where high status methods may be utilized. One can already see this effect as Russianists leave Russia rather than risk isolation within the discipline.

IntroduçãoNo âmbito acadêmico brasileiro, sobretudo na área de Relações Internacionais, os estudos sobre países asiáticos ainda são raros e em grande medida, direcionados à China e à Índia. Essa inclinação é compreensível e justificável se observarmos o mapa da Ásia e prestarmos atenção nas mudanças que estão ocorrendo no mundo. Segundo relatório da PWC (2017), a China e a Índia serão as duas maiores economias mundiais em 2050. Entretanto, os demais países da região também serão afetados por esse crescimento econômico. Por exemplo, a Indonésia está na 4ª posição desse ranking, enquanto a previsão é que o Vietnã seja a economia que mais se desenvolverá nesse período, alcançando crescimento do PIB per capita anual de 5,1% e partindo de 32ª economia mundial para 20ª em 2050. A relação entre Brasil e países da Ásia está em construção constante. Paulatinamente, desde o fim da Segunda Guerra Mundial, a diplomacia brasileira tem construído uma tradição universalista. Durante os anos 1970, na medida em que a economia brasileira se desenvolvia, o universalismo atingiu seu apogeu e o Brasil aprofundou relações com países em desenvolvimento e desenvolvidos nos cinco continentes (LAMPREIA, 1996). A medida em que o Brasil acumulava relações bilaterais, seu papel internacional se modificou e o país ganhou ênfase como parceiro comercial, aliado e país capaz de intermediar conflitos internacionais (LESSA, 1998). No continente asiático, o Brasil mantém relações tradicionalmente com o Japão, Índia e Coreia do Sul, por exemplo. Recentemente, as relações entre o Brasil com países como Singapura, Malásia e demais países da ASEAN também tem se intensificado na medida em que as duas organizações regionais, ASEAN e MERCOSUL, se aproximam. A Ásia é também um continente importante no esforço de diversificação de mercados dos produtos brasileiros e no fortalecimento do Brasil como ator global. De acordo com o Embaixador Veloso (2017, p.240), o Sudeste Asiático é uma região "politicamente estável, com sólidas perspectivas de crescimento econômico e forte disposição de interagir com atores externos". Além disso, a região tem algumas características e objetivos semelhantes aos brasileiros, o que cria oportunidades de desenvolvimento mútuo por meio da cooperação. Objetiva-se trabalhar nessa pesquisa o vínculo bilateral entre Brasil e Vietnã desde o estabelecimento das relações em 1989. Além da oportuna comemoração do aniversário de estabelecimento das relações com o Vietnã, os estudos brasileiros sobre esse país ainda são precários, quando não inexistentes. A pesquisa busca também iniciar, e incentivar, o estudo de outros países asiáticos e de sua importância para o Brasil. Além disso, procura-se compreender por que as relações entre esses dois países se intensificaram nos últimos anos, e se essa escalada tem paralelo com as relações com os demais países da ASEAN. Como veremos, o estabelecimento de relações diplomáticas com outros países auxiliou o desenvolvimento do Vietnã na década de 1990 e nos anos 2000. Ainda hoje, o crescimento econômico...
