The understanding and institutionalisation of the seamless link between urban critical infrastructure and disaster management has greatly helped the developed world to establish effective disaster management processes. However, this link is conspicuously missing in developing countries, where disaster management has been more reactive than proactive. The consequence of this is typified in poor response time and uncoordinated ways in which disasters and emergency situations are handled. As is the case with many Nigerian cities, the challenges of urban development in the city of Abeokuta have limited the effectiveness of disaster and emergency first responders and managers. Using geospatial techniques, the study attempted to design and deploy a spatial database running a web-based information system to track the characteristics and distribution of critical infrastructure for effective use during disaster and emergencies, with the purpose of proactively improving disaster and emergency management processes in Abeokuta.

The role of information systems (IS) as representations of real-world systems is changing in an increasingly digitalized world, suggesting that conceptual modeling is losing its relevance to the IS field. We argue the opposite: Conceptual modeling research is more relevant to the IS field than ever, but it requires an update with new theory. We develop a new theoretical framework of conceptual modeling that delivers a fundamental shift in the assumptions that govern research in this area. This move can make traditional knowledge about conceptual modeling consistent with the emerging requirements of a digital world. Our framework draws attention to the role of conceptual modeling scripts as mediators between physical and digital realities. We identify new research questions about grammars, methods, scripts, agents, and contexts that are situated in intertwined physical and digital realities. We discuss several implications for conceptual modeling scholarship that relate to the necessity of developing new methods and grammars for conceptual modeling, broadening the methodological array of conceptual modeling scholarship, and considering new dependent variables.

Abstract. The effects of oil spills in the Niger Delta has caused unending menace to the quality of drinking water in most wells and boreholes of the area as most of the wells are shallow and are susceptible to contamination due to the nature of its Geology. The aim of this paper is to develop a database on how oil spills affects water quality which is one of the most crucial resources in the Niger Delta. The study uses existing oil spills data to show the areas and extent of oil pollution in the Niger Delta. Geospatial analysis was used to design an oil spill data base comprising the logical, physical, and conceptual data base design. Visio was used for the design of the entity relationship (ER) diagram of the study. The Kernel density and Getis-Ord G* statistic were used in GIS to map the oil spill areas in the region. Results of spatial spill distribution from the Kernel density and Getis-Ord G* statistic revealed that three states of the Niger Delta namely, Bayelsa, Rivers, and Delta states are the hottest spots for oil spill occurrences and distribution. The ER chart showed the relationships between the pollution sources, their pathways, and the receptors. The ER diagram developed could be of significance to environmentalists and other stakeholders in understanding the processes through which contaminants get to the various compartments of the earth system.
