This study investigated the role of information systems usage in enhancing port logistics performance using the port of Dar es Salaam, Tanzania, as an example. Specifically, the study examined the role of information systems usage in contributing to reducing shipping and trucking costs, improving on-time delivery of goods and services, increasing trade volume, and enhancing organisational logistics capability. The study employed a quantitative approach, with questionnaires deployed to gather data about information systems usage and the attendant effects. The reliability was measured using Cronbach's alpha. A canonical correlation analysis was performed to estimate the relationship of information systems usage to the port logistics performance. The study established that relationships exist between information systems usage and the perceived decrease in shipping and trucking costs, timely delivery of goods and services, perceived increase in trade volume, and enhanced organisational logistics capability. Based on these findings, the study recommends that ports consider building the capacity of their employees to utilise and manage information systems much more effectively and efficiently to increase the port's performance.

Choosing a middle manager with management competency and capabilities will have a decisive influence on the organization's development for international shipping service providers. There is ambiguity and uncertainty in the decision-making environment during the selection of a middle manager and many evaluation criteria must be considered. The main purpose of this article is to construct a fuzzy multiple criteria decision-making (MCDM) model for international shipping service providers to use when selecting a middle manager. First, some methods and concepts of the fuzzy theory are introduced in this article. Five steps of evaluation model of fuzzy MCDM algorithms are then proposed to choose a best middle manager. Finally, an international shipping case is presented and the proposed fuzzy MCDM model is illustrated step by step. It can be seen from the demonstration that this evaluation model can be used to effectively select the best middle manager.

A GRA-Based Method for Evaluating Medical Service Quality

Medical service quality is the foundation and core of the medical institution's management. However, the abstraction of service quality makes it difficult to measure by general measurement approaches. This paper proposes a new fuzzy multi-attribute decision-making model to evaluate hospital service performance based on a grey relational analysis. First, the Delphi method is used to determine criteria and establish an evaluation system. Then, the existing uncertainty and ambiguity are quantified by the interval-valued intuitionistic trapezoidal fuzzy numbers. Second, the subjective and objective information is aggregated to determine criteria weights, and then the grey relational analysis method is proposed to evaluate alternatives. Finally, a case is provided to illustrate an application of the proposed model. In addition, comparative analysis and sensitivity analysis are performed to verify the feasibility and effectiveness. The results show that the proposed model is an effective tool for evaluating medical service quality.
