IntroductionCurrently in China, there is a lack of well-defined and viable incentive mechanisms at the governmental and hospital levels to support the development of young medical talents, thereby hindering their growth Existing studies primarily investigate the current state and trajectory of incentives, yet they inadequately address the distinctive characteristics of various stakeholders involved in medical talent incentive processes, particularly the lack of research on incentive mechanisms with Chinese attributes.MethodsThis study adopts evolutionary game theory to investigate the dynamics of replication and the strategies for achieving evolutionary stability in the comprehensive development of young medical talents, considering both scenarios with and without supportive policies.ResultsIn the absence of any supportive policy measures, the evolutionarily stable strategy (ESS) point is O(0,0), the unstable equilibrium point is C(1,1), and the saddle points are A(0,1), B(1,0). The initial state of the system is at the unstable equilibrium point C(1,1), which means that the young medical talents and medical institutions adopt a combination of strategies (actively seeking comprehensive development and taking incentive measures). Under the scenario with supportive policies, the ESS point is C(1,1), the unstable equilibrium point is O(0,0), and the saddle points are A(0,1), B(1,0). The initial state of the system is at the unstable equilibrium point O(0,0), which means that young medical talents and medical institutions adopt (N,N) strategy combinations (inactively seeking comprehensive development, implementing no incentive measure).Discussion(1) Government incentives play a crucial role in motivating young medical talents to seek comprehensive development. (2) The level of government incentive support for young medical talents should exceed the cost increment of individual efforts. Additionally, the policy support provided by the government to medical institutions should surpass the incentive support offered by these institutions to young medical talents. This will enhance the motivation and encouragement efforts of medical institutions in actively promoting comprehensive development among young medical talents. (3) With the backing of certain government incentive policies, medical institutions implementing incentive measures and young medical talents actively seeking comprehensive development will establish a virtuous cycle of mutual promotion.

Purpose: This research was made with the intention to determine the relationship between research policies and scientific production of public university teachers. Method: The study developed the non-experimental design. The population included 120 teachers and the sample 100 of them, because of an intentional non-probabilistic procedure. The instruments were validated with Cronbach’s Alpha. Results and conclusion: The results were of 0.973 and 0.965. The conclusion was that exist a significant relationship between the variables, with Rho of .587 and p<0.05. So, if teachers have based research policies, they can work on scientific production with more effectiveness. Research implications: To achieve the main goal, it is important to invest on the projects, train the teachers and try to improve the research collaboration policies. Originality/value: Research production is linked to the commitment of distributing information and going on education area.

The relevance of the article is predetermined by the need to find new resources for the development of the university scientific area and identify opportunities for its qualitative improvement. The purpose of the work is to determine the basis for the typology of the interaction of university educational communities and to define the basic features of the scientific concept of the organisation of the university scientific area in the Ural Federal District as a representative scientific and educational model of higher education in the macro-region. The dominant theoretical approaches are community-based, resource-based, typological approach. The object of the study is the interaction of the community of research and pedagogical staff (RPS), the student community and the community of administrative staff (AS), the subject is the resources of educational communities in universities of the macroregion. The empirical base consists of mass questionnaire regional and Russian surveys, materials of expert interviews, and statistical data. An approach to the study of RPS, AS and students as traditional, virtual, and digital communities is proposed. The analysis of the prerequisites for interaction and the specifics of each of the identified communities allowed us to reveal the most acute problems preventing their integration into the unified university scientific space of the macroregion. It is shown that the unbalanced ratio of the number of representatives of communities in general and by region of the district, and the bureaucratization of university activities have a negative impact. It is noted that contradictions in the goal-setting of communities in research activity create a situation of interpersonal disunity. The study of research practices revealed the need to formalize the status of the “personnel reserve of science”, the dissemination of innovative practices of large universities, the organization of a unified system of regional investment in student science, the inclusion of regions in the sphere of influence of world-class research and educational centers. Four groups of problem areas are identified as typological bases of scientific interaction: the number of participants in communications; the chronotopе of scientific interaction; motivation, opportunities and positions in science; the nature of interaction. The interpretation of the resource potential of the university scientific area and the communities interacting in it is proposed. The main features of the conception of the university scientific area of the macro-region as a specific social ecosystem are defined.
