“…As highlighted by Heslinga et al (2018) content analysis has high reliability and validity in the analysis of historical documents and changes in policy because the analysis can be done for any time period, even if participants in the events are unavailable or deceased, and because key informant's perceptions and reflections are likely to change over time.
