Nowadays, human capital and social potential become the most valuable resource for the harmonious development of the national economy. Expenditure on human capital and social development should occupy a significant part in the state budgets of countries. Therefore, accounting of such expenses is extremely important. The purpose of the study is to reveal the possibility of accounting for expenditures on the human capital and social potential development in the accounting system of the Central and Eastern Europe, provide recommendations for the current accounting system. The research revealed the plurality and ambiguity of the interpretation for the categories «human capital» and «social potential». The regulatory and legislative uncertainty complicates the accounting of the human capital costs and development of the social potential. These categories must be defined by law. As per normative and methodological basis for the accounting of the human capital, it would be better to apply the International Financial Reporting Standards. The absence or misrepresentation of information about available human capital are contrary to IFRS requirements and reduces or exaggerates the value of the organization. It is offered in IFRS, to provide a comprehensive accounting of the cost for the human capital and developing social capacity. The budget of the Central and Eastern European countries includes only the costs of social protection, health, education, recreation, culture, religion. After the budget analysis was conducted, the authors proposed to develop new objects of accounting (human capital, social potential), accounting standards for it. A part of the GDP expenses should be directed to the financing of the human capital expenditures and social potential development. JEL: E24, G41, H83.

Аннотация: в статье представлены различные точки зрения на сущность понятия «социально-экономический потенциал региона», рассмотрены его элементы. Сделан вывод, что в российской практике первостепенное значение уделяется социальной составляющей данного термина. С учетом обобщения различных концепций в исследовании представлен набор направлений оценки, используя которые можно дать объективную оценку социально-экономическому потенциалу конкретного региона. Апробация предложенной методики оценки позволила ранжировать регионы Центрального федерального округа РФ по трем базовым составляющим оценки. Отмечено, что практическая значимость предлагаемого подхода позволит вырабатывать различные конкретные мероприятия развития для того или иного региона в зависимости от полученной им рейтинговой оценки. Важным вопросом анализа является прогнозирование. В качестве результирующего показателя выбран индекс человеческого развития. Разработана модель прогноза его изменения в зависимости от изменения факторных показателей, определяющих экономическую и социальную стороны жизни региона. Объектом исследования выступают регионы Центрального федерального округа РФ. Предметом исследования являются социально-экономические показатели развития регионов. В работе использованы такие методы исследования, как ретроспективный анализ, корреляционно-регрессионный анализ, формализованные методы прогнозирования на основе экстраполяции. Практическая значимость результатов проведенного исследования заключается в том, что разработанный алгоритм оценки социально-экономического потенциала может быть применен к оценке любой социально-экономической системы, в том числе на микроуровне. Теоретическая значимость исследования состоит в том, что доказана значимость человеческого потенциала в региональном развитии, смоделированы «рычажные» точки воздействия на изменение его величины с целью повышения эффективности функционирования объекта исследования. Ключевые слова: социально-экономический потенциал,регион, уровень человеческого развития, экономические индикаторы, социальные индикаторы.

Tujuan dari penelitian ini adalah untuk mengetahui pengaruh rata-rata lama pendidikan dan pengeluaran pemerintah terhadap penyerapan tenaga kerja, apakah koefiseien negatif ataukah positif. Hasil dari penelitian ini adalah koefisien negatif dari rata-rata lama berpendidikan adalah -37,61 yang berarti jika rata-rata lama berpendidikan naik 1% maka penyerapan tenaga kerja turun 37,61. Koefisien positif dari pengeluaran pemerintah sektor pendidikan sebesar 9,48 yang berarti jika pengeluaran pemerintah sektor pendidikan naik 1% maka penyerapan tenaga kerja naik sebesar 9,48. Koefisien positif dari pengeluaran pemerintah sektor kesehatan sebesar 1,81 yang berarti jika pengeluaran pemerintah sektor kesehatan naik sebesar 1% maka penyerapan tenaga kerja juga naik sebesar 1,81. The purpose of this study is to determine the effect of the average length of education and government spending on employment, whether the coefficient negative or positive.Results from this study is the negative coefficient of the average length of education is -37.61 that means if the average length of education rose 1%, the employment fell 37.61.
