Human-algorithm interaction is a crucial issue for humanity in light of the impacts of the recent release of ChatGPT3 and 4, among others. These advanced chatbots provoked a worldwide debate in March/2023, when a manifesto signed by several stakeholders was published and widely discussed in the media and academia. This work assumes that human-algorithm interactions are influenced by a context of diverse interests and perspectives, which adds high complexity to the problem. Therefore, this work proposes a solution to enable the effective participation of stakeholders from different domains and society in a constructive dialogue, using digital platforms as a medium. Inspired by the successful governance of the Internet infrastructure ecosystem, the proposal involves the creation of an Autonomous Decentralized Organization (DAO) implemented in the blockchain environment of the Ethereum network. However, before implementing the DAO, it is necessary to build a knowledge base, that is, an ontology, which guides its development in a safe and adequate way. A preliminary version of this knowledge base was manually built using Protégé with over 4,000 axioms.

In the last few years, there has been increasing interest in the use of block-based programming languages as well as in the ethical aspects of Artificial Intelligence (AI) in primary school education. In this article, we present our research on the automatic identification of the need for assistance among primary school children performing Scratch exercises. For data collection, user experiences have been designed to take into account ethical aspects, including gender bias. Finally, a first-in-class distance calculation method for block-based programming languages has been used in a Long Short-Term Memory (LSTM) model, with the aim of identifying when a primary school student needs help while he/she carries out Scratch exercises. This model has been trained twice: the first time taking into account the gender of the students, and the second time excluding it. The accuracy of the model that includes gender is 99.2%, while that of the model that excludes gender is 91.1%. We conclude that taking into account gender in training this model can lead to overfitting, due to the under-representation of girls among the students participating in the experiences, making the model less able to identify when a student needs help. We also conclude that avoiding gender bias is a major challenge in research on educational systems for learning computational thinking skills, and that it necessarily involves effective and motivating gender-sensitive instructional design.

This paper is a proposal to develop a study on governance of artificial intelligence algorithms and data from a comparative study of proposals available in the literature and experiences from Internet governance. Complementarily these studies will be made available for discussions in a Decentralized Autonomous Organization to be implemented, especially for this purpose, in the environment called web3 or Decentralized Finance (DeFi).
