TV White Space standardization and regulation in Europe

Abstract: Abstract-Regulators around the world are currently setting rules and requirements that will allow for mass-market access to TV White Spaces. It is expected that the opening of those frequency bands to the consumer market will lead to a dramatic increase of spectrum exploitation efficiency in highly appealing frequency bands: In Europe, the frequency bands between 470 MHz and 790 MHz are considered and the inherent signal propagation properties are largely superior to those in standard cellular bands, for examp… Show more

“…Thus, CR technology is foreseen to occur in the interleaved spectrum where opportunistic usage is expected, as non-interference with incumbents is requested in these channels. Owing to the good propagation properties of UHF signals, various scenarios are foreseen [22].…”

“…Significant economic, commercial, and social benefits are expected as a result of digital switchover. The use of TVWS is expected to take place at 470-862 MHz [2]. This frequency range has different degrees of utilization in different parts of the world.…”

“…Cognitive radio is a promising new technology for enabling access to additional spectrum. Cognitive radio for TVWS has emerged over the past few years [1] and the FCC have officially opened up TVWS spectrum without strict requirements for channel sensing at the terminal [2]. The Office Of Communication (Ofcom) in the UK has taken a similar approach.…”

“…TVWS are frequencies available for unlicensed use at locations where the spectrum is not being used by licensed services, such as television broadcasting. This spectrum is located from 470 MHz to 790 MHz in Europe [2]. The antennas usually used for this band are geometrically large to cover the entire frequency band.…”
