“…Hall's work in Chelmsford showed that an objective-led explicit design policy, developed at various levels by the local planning authority including briefing and negotiation, could have a positive impact on commercial and residential design (Hall, 1990;2007). Though this experience may not be representative of local authority practice across the UK (Biddulph, 2008), it is the case that since the 1990s the planning system across the UK has taken a more prescriptive approach to design, addressing it as a material consideration, putting in place instruments to promote design (Carmona, 1999;Carmona et al, 2003), and in these promoting an idea of what good design is. A recent development in this regard has been the Callcutt Review's (2007) recommendation that a single design review process for house building should be make available nationwide (across England).…”
