Abstract:One of the problems urban areas are facing is the coupled effect of climate change and the Urban Heat Island (UHI) effect. This article attempts to demonstrate the potential of spatial planning to reduce the UHI effect and, hence, to contribute to climate change adaptation in compact urban areas. After a brief review of the relevant literature, the article focuses on one case study within the compact urban area of the city of Thessaloniki. The geographical, socio-economic and urban form data of the study area and its subsequent vulnerability to UHI were initially assessed. Based on these features, a local spatial planning strategy is proposed, and the study proceeds to a detailed amendment of the land use plan, within part of the vulnerable zone. This takes into account the existing urban form, the lack of resources and the availability of the spatial planning tools within the Greek spatial planning system. The main purpose of this article is to highlight the fact that, even in urban areas where the potential for intervention seems to be marginal, because of their existing form, the complexities of the local planning system and resource limitations, improvements to the UHI effect and adaptation to climate change can be achieved by better land use planning and urban design.

Global organizations providing network relations for cities are bourgeoning. Organizations such as Metropolis, UN-Habitat, ICLEI -Local Governments for Sustainability, the Global Compact Cities Programme, and the C40, as well as City-to-City arrangements, have become increasingly important to managing urban networking and global urban governance. The growing literature on global urban networking tends to assume that networking is bringing positive outcomes for urban development and that increased connectivity is making a signifi cant difference to enhancing political engagement in itself. In practice, there is considerable interchange happening, and globally accessible websites and global newsletters outlining the latest and best practices are omnipresent. However, to what extent networked relations provide direct guidance for governance, let alone change existing paradigms, remains unclear. This chapter explores the added value of networked relations, asking more specifi cally how different forms of networking and various forms of knowledge exchange are acknowledged in effi caciously enhancing work in urban sustainability.

RESUMO Este trabalho tem por objetivo entender o processo de formação e incorporação da agenda climática na política ambiental e urbana do município de São Paulo. Para tanto, com base nos pressupostos teóricos de agenda-setting do modelo de Kingdon, realizamos: revisão bibliográfica da literatura internacional sobre o modo de atuação da campanha CPC da rede transnacional de governos locais, ICLEI; análise qualitativa de entrevistas com alguns atores que participaram no processo de formulação da lei e levantamento das ações locais do município convergentes com o enfrentamento das mudanças climáticas globais.
