Transforming Government by Leveraging Disruptive Technologies

Abstract: While the public sector traditionally lags behind business in innovation, significant changes are anticipated with the broad diffusion of so-called disruptive technologies. The use of such technologies in public service, along with possible benefits, need to be well researched, and challenges be carefully discussed, analysed and evaluated. This paper applies scenario-based science and technology roadmapping to identify research and training needs in the implementation of disruptive technologies in publ… Show more

“…Along with the rapid development of ecological stations, they have gradually realized the use of Internet technology for data query and visualization, but the current monitoring platform of ecological stations is inadequate in data analysis, still lacks in data visualization, and lacks a real-time feedback mechanism for changes in station conditions [ 13 ]. It is worth noting that the data visualization in the monitoring platform of the ecological station is mostly based on the initial data collected by the equipment and instruments, which is fine from the level of real-time data presentation, but is insufficient if used for scientific research analysis, so data preprocessing is needed on this basis, and data analysis and visualization are carried out using data such as mean and median values with hourly, daily, and monthly time granularity.…”

“…From a global perspective, the traditional approach is represented by the UN Egovernment rankingsthe E-government Development Index (EGDI) There are also various studies which aim to revisit and reframe existing benchmarking frameworks with the use of modern technologies and trends such as cloud computing, big data analytics, Internet of Things (IoT), electronic identification, social media, onestop portal strategy, etc. (Lněnička et al, 2015;Máchová and Lněnička, 2015;Máchová et al, 2018;Mohammed and Ibrahim, 2013;Wimmer et al, 2020;Yera et al, 2020). The indices constructed with specific settings and assumptions may require matching the indices with appropriate purposes (Ayanso et al, 2011).…”

“…The use of innovative technologies in the public sector moves e-government to a new stage in which machine-driven decisions are the foundation for the provision of customized services to citizens and businesses (Lachana et al, 2018;United Nations, 2018;Waseda University, 2020;Wimmer et al, 2020). Emerging infrastructures based on cloud computing provide resources for innovation processes driven by big and open linked data analytics, IoT, AI, and machine learning that aim to improve the availability and quality of online services.…”
