Empowerment was important in early CBR documents (Helander, 1999), it is a fundamental component of the CBR Matrix (WHO, 2010) and CBR Guidelines (WHO, UNESCO, ILO, & IDDC, 2010), and remains a core concern (Rule, 2013).
