Trade Liberalization and Export Performance in Bolivia

Abstract: One of the anticipated gains from the trade liberalization policies adopted by many Latin American countries in recent years is improved export performance. In this article, the arguments on which this expectation is based are reviewed and the impact of trade liberalization on Bolivian manufactured exports analysed. The conclusion is that improved export performance is largely the result of a more realistic and more stable real exchange rate after 1985, while the trade policy reforms have had little impact. “…Besides, Thomas et al (1991), Weiss (1992), Helleiner (1994), Jenkins (1996), Joshi and Little (1996), Bleaney (1999) However, Enimola (2011) found that trade openness has a negative and insignificant effect on exports in Nigeria, because the policies that are used to liberalize the trade are not effective enough to stimulate export, but there is a positive and significant relationship between exports and real exchange rate. Majeed and Ahmad (2006) also found that real exchange rate has a positive significant effect on exports for 75 developing countries.…”

“…Some studies show that the countries which went for liberalisation programmes have improved their export performance (Thomas et al, 1991;Weiss, 1992;Joshi and Little, 1996;Helleiner, 1994;Bleaney, 1999;and Ahmed, 2000). On the other hand, other studies have found little evidence of a relationship between trade liberalisation and economic growth (UNCTAD, 1989;Agosin, 1991;Clarke and Kirkpatrick, 1992;Greenaway and Sapsford, 1994;Shafaedin, 1994;and Jenkins, 1996).…”

“…Some of these studies indicate that countries that had embarked on trade liberalization during this period improved on their export performance (Weiss, 1992), (Joshi and Little, 1996) and (Helleiner, 1994). Other researchers on the other hand, found little evidence to uphold the relationship between trade liberalization and export performance of developing countries (UNCTAD, 1989), (Greenaway and Sapsfordin, 1993), (Shafaeddin, 1994) and (Jenkins, 1996). The conflicting evidence on the role of trade liberalization to export performance of developing countries indicated above serves to motivate this study to investigate empirically Uganda's lint export performance in the periods prior and subsequent to trade liberalization.…”
