Towards Improved Circular Economy and Resource Security in South Korea

Abstract: This study explores the importance of critical raw materials and minerals by analyzing the Republic of Korea’s recent circular economy and resource security policy. Raw materials and rare metals are becoming increasingly significant to the Korean economy because the country is currently shifting away from fossil fuels and nuclear power towards renewable energy resources as well as transforming its industries towards decarbonization, digitization, and automation. Korea is a resource-poor country and is heavily … Show more

“…Japan has a new focus on supply chain resilience in sectors deemed critical since 2020, offering subsidies for companies to either reshore or diversify to multiple countries and passed a comprehensive Economic Security Law in 2022 codifying the approach, 34 and South Korea is following in Japan's footsteps. 35 Competitive coexistence and diversification, as opposed to total decoupling or "thwarting", may prove a more suitable global strategy given the most recent disruptions resulting from Russia's 2022 invasion of Ukraine. 36 alization−also known as reshoring and near-shoring−of supply chains to reduce global carbon emissions.…”

“…The systemic approach to the decarbonization [128,129] of the transport sector is favored by the digitization of specific processes, as shown in several research studies, e.g., [130,131], thus leading to an improved circular economy [132].…”

“…To address this sustainability crisis, the Korean government announced the "Renewable Energy 3020 Plan" to increase the proportion of renewable energy generation from 2.2% in 2016 to 20% in 2030 [8]. To achieve these goals, a circular economy and resource security have become the priorities of Korea's environmental policy [9]. The Framework Act on Resource Circulation (FARC) became effective on 1 January 2018 and aims to "control waste generation with efficient use of resources and promote the circular use and proper disposal of waste, thereby minimizing natural resources and energy exploitation, preserving the environment, and achieving a sustainable resource-circulating society.…”

Through the FARC, South Korea aims to shift from a pure waste management approach toward a new paradigm, emphasizing a resource circulating society" [9].…”
