Over the past decade, open science (OS) has emerged as a global science policy and research initiative with implications for most aspects of research, including planning, funding, publishing, evaluation, data sharing and access. As OS has gained increasing prominence, it has also faced substantial criticism. Whether it is the worries about the equality of access associated with open-access publishing or the more recent allegations of OS benefitting those who act in the private interest without giving back to OS, there are, indeed, many potential as well as actual harms that can be linked to the practice of OS. These criticisms often revolve around ethical challenges and fairness concerns, prompting the question of whether a comprehensive ethical governance framework is needed for OS. This commentary contends that owing to the heterogeneous nature of the normative foundations of OS and the inherent diversity within scientific practices, a pluralistic and deliberative approach to governance is needed.

Doğanın yapısını araştırma ve bilgi edinmenin yolları bilim felsefesinin önemli problemleridir. Bu problemlerin bir kısmını ontolojik, epistemolojik ve metodolojik monizm ve plüralizm konuları oluşturur. Monistler varlık ve bilgi alanlarını teke indirme amacı güderken plüralistler bunun tam tersi olarak çokcu bir varlık ve buna mukabil epistemik alan ortaya koymaya çabalarlar. Biz de çalışmamızda öncelikle monist ve plüralist bilim anlayışlarının genel özelliklerini kısaca ortaya koymaya çalıştık. Bunun için evvela XX. yüzyılda tartışmanın seyrini belirleyen lozoarın görüşlerini ve bu görüşlerin birbirleri ile olan irtibatı ele aldık. Problemin tarihsel boyutlarını ele aldıktan sonra güncel durumu özetledik. Daha sonra Türk düşünce hayatının önemli isimlerinden birisi olan Ziya Gökalp'in bilim anlayışını 1918 yılında Yeni Mecmua adlı dergide yayınladığı "Muhtelif İlim Telakkileri" adındaki makalesini göz önünde bulundurarak inceledik. Ziya Gökalp altı sayfalık bu kısa metninde plüralist bilim anlayışını savunmaktadır. Burada hem metodolojik hem de ontolojik olarak plüralist bir yaklaşımı kabul ettiği görülmektedir. Sosyoloji metodunu Émile Durkheim'dan ödünç alan Ziya Gökalp, genel bilim algısı bakımından hem pozitivizmden hem de monist materyalizmden hayli uzaklaşan bir felsefe ortaya koymaktadır. Bu bilimsel kavrayışın oluşmasında Fransız lozofu Émile Boutroux'nun çalışmalarının etkili olduğu anlaşılmaktadır. Çalışmamızdaki bu bulgu neticesinde Türk düşüncesini biçimlendiren felsefe öğretisinin tek başına pozitivizm olduğu yönündeki sava ihtiyatla yaklaşılması gerektiği açığa çıkmıştır.The study of the structure of nature and the ways of acquiring knowledge are important problems of the philosophy of science. Some of these problems are ontological, epistemological and methodological questions of monism and pluralism. While monists aim to unify the elds of existence and knowledge, pluralists, on the contrary, represent a pluralistic existence and corresponding epistemological eld. We discussed the views of the philosophers who determined the course of the debate in the nineteenth century, and the connection between these views. After looking at the historical dimensions of the problem, we summarized the current situation. We then examined Ziya Gokalp's understanding of science, one of the most important names in Turkish intellectual life, by looking at his article entitled "Various Concepts of Science," published in the journal Yeni Mecmua in 1918. Ziya Gokalp defends the pluralistic understanding of science in his short text of six pages. Here, it becomes apparent that he accepts a pluralistic approach both methodologically and ontologically. Following Emile Durkheim's sociological method, Ziya Gokalp presents a philosophy that deviates from both positivism and monistic materialism with regard to general scientic perception.
