“…脱贫攻坚是十八大以来中央到地方的 "中心工 作" [1] [5][6][7] 、 土地经营与利用、 退地补偿、 地理区位 [8,9] 等客 观内部因素的影响, 就业机会、 收入水平等外部环 境的拉力作用 [10] 以及农村土地产权安排 [11,12] 、 户籍制 度 [9] 、 社会保障 [13] 等制度和政策因素的影响。少量研 究关注到风险认知对农户宅基地退出的影响, 但仅 通过风险因素数量体现农户的风险预期 [14] , 无法反 映不同风险因素的异质性作用, 而将不同风险认知 变量同时纳入回归分析 [15] , 又忽略了由此产生的多 重共线性问题, 导致估计结果偏误。有学者注意到 了易地扶贫搬迁和宅基地退出之间存在内部驱动 和外部拉动的政策协同关系 [16] , 分析了宅基地退出 对于促进贫困地区农户减贫的治理路径 [3,17] [18] 提出, 其主要观点认为个体认知 (行 为态度、 主观规范和感知行为控制) 决定行为意向, 行为意向决定行为。大量的实证研究支持了上述 观点, 然而 Sutton [19] 的一个元分析 (Meta-analyses) 的 定量研究表明, 只有 40%~50%的行为意向方差是 由这三者解释的, 之后很多研究得到了相似甚至更 低的结果 [20,21] 。 Ajzen [22] 本人也认为 TPB 具有开放 性, 要结合研究实际进行修正和扩展, 以适应特定 情景。学界通过两种方式对 TPB 进行了扩展: 一是 研究个体认知因素之间的内在联系 [23,24] ; 二是加入 其他的潜变量, 以提高 TPB 的解释能力 [21,25] 。本文 中, 搬迁农户宅基地退出决策以农户认知 (即前文 中的个体认知) 为基础, 而根据 Triandis [26] [16] 。具 体而言, 易地扶贫搬迁强调与新型城镇化相结合, 通过农户的职业转换和角色转型实现脱贫目标, 实 质在于搬迁户的 "市民化" [28] [23] ; 而在扩展的 TPB 中却有与之不同的结论, Oliver 等 [31] 的研究表明, 主观规范影响着人们的行为态 度, 也会影响其感知到的采取某项行为简单或者困 难的程度, 这在其他的研究中也得到了证实 [24,32] [35,36] 。Jarvis 等 [37] 给出了测量模型的选择标准, 一是潜变量与测量变量之间因果关系的方向(Di- [21] 、 Ajzen [22] 和 Tonglet 等 [38] 研究 的基础上, 结合搬迁户宅基地退出实际进行改进; 主观规范 (4 个题项) 的设计主要参考了 Cialdini 等 [29] 对于主观规范的规范性和指令性两分类方法进行 指标设计; 风险预期 (6 个题项) 和市民化感知 (6 个 题项) 的设计参考了朱新华等 [15] 和钱文荣等 [34] [43]<...>…”
