Strategic problem‐solving enables organizations to pursue opportunities and address emerging threats proactively. However, traditional problem‐solving methods often rely on business processes and organizational procedures, which may not be available at the strategic level. This article investigates potential gaps in strategic problem‐solving methods through a Systematic Literature Review. The study analyses the existing literature on the potential of current problem‐solving methods to identify and resolve root causes of strategic problems when formal business processes and procedures are unavailable. A rigorous literature search process guided by focused research questions examines Problem Structuring Methods, Lean Thinking, Six Sigma, Theory of Constraints, Balanced Scorecard, SWOT Analysis, and other techniques. The synthesis of findings reveals limitations in strategic root cause analysis. In addition, the study introduces a supplementary decision‐making frame of reference to aid the selection of appropriate methods across problem‐solving, decision‐making, and solution implementation stages. This framework addresses the common challenges decision‐makers face in navigating organizational complexity and choosing suitable approaches, as well as visually maps methods to stages based on Content, Organizational, and Analytical complexity dimensions. The framework builds on the study's findings that using a single methodology may be insufficient for a complete decision process. The proposed decision‐making framework also offers valuable guidance for integrating diverse methods aligned to decision situations.

Purpose – This research proposes an alternative method to solve completion delay issue and optimized the strategy using ISM technical method and Quality Cost Model application. Design/methodology/approach – Data was acquired from 120 questions from company key persons that involved in project for last 5 years. The instruments processed using ISM analysis to measure the relationship among causes, then using Quality Cost Model to solve. Findings – This research shows that factors of late payment from client, delays in bank credit processing, bad weather, and design changes by owners are the root causes of delays. Further analysis using the Theory of Constraint (TOC) shows that financial constraint issues influence the decreased throughput and increase operating cost. Further management use five sequential steps to improve the management and P-A-F models as one of strategic cost management tools applied to the root causes to determine the optimum cost strategy to solve the problem. Research limitations/implications – This research was conducted using a case study method, and the conclusion related to problem and root cause may not be applied totally to other companies, but the framework may be applicable. Future research can investigate other issue using TOC framework, combine TOC with other models to conduct root cause analysis, and the COQ model implementation in shipyard management. Practical implications – This research demonstrates that management can use Interpretative Structural Modelling (ISM) analysis to determine the root cause, then analyse and overcome the issues using TOC framework. COQ model approach to sharpening the decision, and prioritize the resources allocation. Originality/value – This research combine ISM, TOC, and PAF Quality Cost Model approach for decision making which can be a management tool in strategic cost management.

The use of Theory of Constraints (ToC) is very necessary in overcoming problems in the production automation system in the industry. This research aims to overcome the rate of instant noodle production automatically in the factory. The study was conducted in a national company that produces instant noodles at Tanjung Morawa, North Sumatera, Indonesia. The experience of constraints of bottlenecks were observed at mixing station and cooking station caused by the different capacities between the work stations. This research uses the principle of continuous improvement. A linear programming method is used to optimize master production schedule (MPS) and determine the maximum throughput. The results showed that applying the theory of constraint in the flow rate can solve the problems in the production of instant noodle in the factory. The ToC eliminate the constraints on the bottleneck work stations so that the overall production flow can run effectively and efficiently. After optimal MPS results has been known, rough-cut capacity planning (RCCP) revisions are calculated and the results showed that the bottleneck work stations have become non-bottleneck work stations, and the maximum throughput has been achieved.
