The article addresses the impact of the principles of free movement of persons and services of the European Union on Finnish residence-based social security schemes. Three particular schemes are analysed: the minimum old-age pension scheme (national pension), income support and the healthcare system (both municipal health services and the social insurance-based system of reimbursement of the costs of private medical treatment). In regard to each scheme, it is asked: (1) how the legislation has changed during Finland's EU membership, (2) whether the changes reflect broader changes in values, and (3) what the practical consequences of the changes have been, for instance on migration or cross-border mobility? The analysis shows that the eventual impact of EU law on these three residence-based schemes has been relatively insignificant. Perhaps the most significant change has been the transformation of the national pension into a pro-rata scheme. In other respects, many changes in the schemes have been induced by internal political and economic factors rather than by external requirements resulting from EU law. Thus there seems to exist, at least for the present, a balance between Finnish residence-based social security and the principles of free movement in the EU.

Artikkeli käsittelee suojelupoliisin poliittista kontrollia ja julkisuutta vuosina 1969–1982. Aikajakson alkupäätä on kuvailtu suojelupoliisin historiassa suojelupoliisin kriisiksi ja loppupäässä tapahtui suojelupoliisin toiminnassa tärkeä ennaltaehkäisevän turvallisuustyön omaksuminen. Yhtenä johtopäätöksenä on, että hyvin epäilyttävänä nähty suojelupoliisi joutui miettimään uudelleen suhtautumistaan julkisuuteen ja valtionhallintoon 1970- ja 80-luvuilla. Tänä aikana tapahtuneet muutokset olivat avainasemassa suojelupoliisin kehittämisessä ja tulevassa kehityksessä. Yhteiskuntasuhteita ei kuitenkaan hoidettu yleistä informaatiota ja tiedotusta lisäämällä, vaan päinvastoin tiedon ja tiedottamisen entistä tarkemmalla rajaamisella ja suuntaamisella sen kannalta ensiarvoisille valtionhallinnon toimijoille sekä ennen kaikkea henkilökohtaisten suhdeverkostojen avulla. Artikkelissa todetaan, että suojelupoliisin suhde erityisesti SDP:hen ja toisaalta myös presidenttiin olivat avainasemassa suojelupoliisia kohtaan tunnetun luottamuksen kasvussa, joka näkyi 1980-luvun mittaan tapahtuneissa uudistuksissa. Aihetta käsitellään suojelupoliisin, eduskunnan, SDP:n ja lehdistön kautta. The article deals with the political control and publicity of the Finnish Security Police (Suojelupoliisi, Supo) between 1969 and 1982. The early part of the period is described in Supo's history as a crisis, while the latter part of the period saw the introduction of preventive security work, which was important in Supo's activities. One conclusion is that the dubious view of the Supo forced it to rethink its approach to the public and the government in the 1970s and 1980s. The changes that took place during this period were key to its future development. However, public relations was not managed by increasing general information and communication but, on the contrary, by more precisely limiting and targeting information and communication to key actors in the state administration and, above all, through personal networks of contacts. The article concludes that the relationship between the Supo, the Social Democratic Party (SDP) and the President played a key role in the growth of confidence in the Supo, which was reflected in the reforms of the 1980s. The issue is discussed from the perspective of the Supo, Parliament, the SDP and the press.

Suojelupoliisi tutki yöpakkaskriisin päivinä emigrantti Vadim Björkelundin suurta, poikkeuksellisen monihaaraista vakoilujuttua. Selväksi tuli, että maanpetoksellinen toiminta oli saanut alkunsa pian jatkosodan jälkeen, mutta tuomiota siitä ei koskaan annettu. Miksi syytettä ei nostettu? Mitä tapaus kertoo vuosien 1944–1959 Suomesta? Venäläisemigranttien ja eri maiden tiedustelu-upseerien ristikkäistä maailmaa on tutkittu melko hyvin vuosien 1917–1939 osalta, mutta myöhempi tilanne on monessa suhteessa tuntematon. Artikkelissa päähuomio kiinnittyy vuosien 1944–47, 1953 ja 1958–59 taitekohtiin. Ensimmäinen avaa portit Neuvostoliiton tiedustelulle, toinen nostaa Suomen vastavakoilun näkyvämmin esiin ja kolmas mullistaa vielä kerran eri tiedustelu- ja turvallisuuspalveluiden valtasuhteet. Lähdepohja rakentuu erityisesti Suojelupoliisin arkiston ja sen agenttitietoja paljastavien, sensuroimattomien osien varaan. In 1958, the Finnish security police discovered a major espionage case related to a Russian emigrant Vadim Björkelund. It became clear that Björkelund, a Finnish citizen, had worked as an agent for the KGB since the beginning of 1945. However, he was never charged with espionage. How is this possible, since evidence for a treason case was indisputable? And what does this reveal about Finland's international position and relations with the Soviet Union? Connections of Russian emigrants to the security and intelligence services during 1917–1939 have been studied quite a lot, but the years after that are largely unknown. This article focuses on the years 1944–47, 1953 and 1958–59, that are all turning points in the Finnish-Soviet relations, as changes in relations during these years also greatly affected Björkelund’s role as a trator and eventually dictated his destiny. Materials of the archives of the Finnish Security Police serve as main sources of this article.
