Geçmişte araştırmacılar göçü, belirli nesiller için bireylerin memleketlerini terk etme ve yeni bir topluma/kültüre uyum sağlama süreci olarak ele alırken; göçmenleri, anavatanlarını geride bırakan ve başka bir topluma/kültüre sancılı bir katılım süreciyle karşı karşıya kalan kişiler olarak görmüştür. Ancak yakın zamanlarda yapılan araştırmalarda göç, hem göç-veren ve göç-alan ülkeleri, hem de göçmenlerin kendilerini, bu iki ulusal alandaki kişiler, kurumlar ve süreçler ile ilişkili hale getiren daha geniş kapsamlı bir hareketlilik olarak betimlenmektedir. Bu yüzden araştırmacılar tarafından eski göç kavramsallaştırmalarını sorgulayan ulusötesicilik, ulusötesi göç, ulusötesi mekânlar gibi yeni kavramlar önerilmiştir. Son yıllarda sözü edilen bakış açısını güçlendirmek ve yeni anlayışlarla genişletmek için kullanılan yerelötesilik veya yerelötesicilik kavramları da ilgi odağı haline gelmiştir. Bu yazı sosyoloji, antropoloji, siyaset bilimi, psikoloji ve beşeri coğrafyadan bazı çalışmaları birleştirerek ulusötesicilik bağlamında yeni sosyal coğrafyalar yaratan ulusötesi ve yerelötesi toplulukları, kimlikleri ve mekânları/yerleri ele almayı amaçlamaktadır. Ulusötesi ve onun genişletildiği yerelötesi ve yersel mercekler bize göçü, göçmenlerle birlikte göçmen olmayanları ve başka yerlere göç edenleri de hesaba katarak gönderen ve kabul eden yerler ötesinde çoklu yerler olarak değerlendirme fırsatı sunmaktadır. Göçle ilgili yeni bakış açıları, aynı zamanda kimlik, aidiyet ve demokrasi meselelerini yeniden düşünmeyi; süreçlerin tarihsel sürekliliğini izlemeyi ve metodolojik değişiklik yapmayı, yeni yöntemler geliştirmeyi de sağlamaktadır. Araştırmalar, ulusötesi/yerelötesi pratiklerin göçmenlerin gittikleri yere adaptasyonunu ve aynı zamanda köken bölgenin gelişimini destekleyebileceğini göstermektedir. Bu bağlamda makale, ulusötesicilik/yerelötesilik ile bütünleşme ve göç ile kalkınma arasındaki mevcut ve olası bağlantıları keşfetmek için yeni araştırmalar yapılması gerektiğini vurgulamaktadır.

Globalization is easily among the most important and contested topics within the contemporary social sciences. Debated in both popular media and academic circles, it has inspired avid proponents and passionate protestors as it reconfigures social relations in all areas of life, lessening and exacerbating inequalities. The world, now instantaneously connected through telecommunications technologies and rapid modes of transport, is organized through a vast network of global institutions, civil society, multinational corporations, and nation‐states. Within this loose network, governments have struggled to control flows of people, capital, and ideas, as states have sought to balance their autonomy with an increasingly interdependent world. Local economies are now quickly affected by distant policies and cycles, and formerly isolated locales have been integrated into a new “global village.” Even the most fundamental questions about what globalization is, when it began, and the nature of global politics, culture, and the economy, are all hotly debated throughout the social sciences.

On a global scale, distress and social instability today are reminiscent of the living conditions that prevailed through a large part of the nineteenth century in Europe. At that time, the social question was the central subject of volatile political con icts between the ruling classes and working-class movements. From the late nineteenth century onward, the social question was nationalized in the welfare states of the global North which sought a class compromise via redistribution of goods, whereas social protection beyond the national welfare state is found mostly in soft law in the form of social standards. We now may be on the verge of a new social con ict, again on a transnational scale, but characterized more than ever by manifold boundaries-such as those between capital and labour, North and South, developed and underdeveloped or developing countries, or those in favour of increased globalization against those advocating national solutions.The contemporary social question is located at the interstices between the global South and the global North and also revolves around cultural heterogeneities. A proliferation of political groupings and NGOs rally across national borders in support of various campaigns such as environmental concerns, human rights, and women's issues, Christian, Hindu, or Islamic fundamentalism, migration, and food sovereignty, but also resistance to growing cultural diversity and increasing mobility of goods, services, and persons across the borders of national states. The nexus of South-North migration and cultural con icts is no coincidence, as cross-border migration from South to North not only raises economic issues such as productivity and labour market segmentation but also has been part of the constitution of cultural con icts around "us" vs. "them". Migration thus has been one of the central elds in which the solution of the old social question in the frame of the national welfare state has been called into question, hence the term "transnationalized social question". One of the core questions for the social sciences therefore is: how is cross-border migration constituted as the social question of our times? One of the sub-questions reads: how are class and cultural con icts constituted in the processes of post-migration in immigration and emigration states?The politics of social inequalities in immigration states: politics around migration and inequalities runs along two major lines, economic divisions and cultural ones (Figure 1).
