Purpose: To describe the characteristics of the phases that make up the evolution of knowledge, such as, innovation, social innovation, inno vation oriented to sustainability, organizational sustainability and absorptive capacity, as well as their correlations. Originality/value: It provides a panoramic view of the potential of absorptive capacity relating it to social innovation, innovation oriented towards sustainability and organizational sustainability. It addresses related themes and concepts that incorporate strategies to achieve organizational sustainability and have been gaining more importance and space between these discussions. Three scientific databases were used to select the articles: Scopus, Web of Science and SciELO. Then, to support the main concepts, theoretical references from more recent scientific studies were needed, which could contribute to clarifying the terms and definitions. Design/methodology/approach: This is a narrative bibliographic review. Works characterized by broader discussions were used, ideal for identifying and describing the conceptual state of a specific theme. Findings: Through the researched articles, it was possible to explore the characteristics of innovation, innovation oriented towards sustainability, and social innovation, which guide the values of society and influence the strategies of organizations more and more, thus, observing and understanding the absorptive capacity as a fundamental instrument for the strategies that ensure organizational sustainability.

Citizen engagement can build responsive local governance, usually through gaining increased government attention and responsiveness to issues that might have been previously ignored. The potential of citizen assembly will contribute to concrete development gains, through demands for more responsive local government action. It can strengthen local governance accountability and responsiveness to citizen-led initiatives. Citizen assembly led to other forms of institutionalized practices that in turn strengthen the possibilities of further citizen engagement which citizen has the creation of new institutional mechanisms whereby citizen voice can be expressed to government institutions.

ÂÂÅÄÅÍÈÅВ посëеäнее вреìя ãраниöы инноваöионной äе-ятеëüности все боëее расøиряþтся, охватывая как ãосуäарственный, так и неãосуäарственный секто-ры эконоìики, при÷еì изìенения затраãиваþт не тоëüко произвоäственнуþ, но и соöиаëüнуþ сфе-ры. Инноваöии в соöиаëüной сфере рассìатрива-þтся как аëüтернативный способ уäовëетворения соответствуþщих потребностей, коãäа это затруä-нено иëи невозìожно посреäствоì существуþ-щих соöиаëüных ìеханизìов [1]. Успеøная реа-ëизаöия инноваöионноãо проöесса в соöиаëüной сфере преäопреäеëена необхоäиìостüþ форìиро-вания соответствуþщей систеìы управëения, обëа-äаþщей характеристикаìи коìпëексности, ÷еткой структурированности, ãибкости и аäаптивности [2]. Поскоëüку во всеì ìире зна÷итеëüно возрас-тает интерес к изìерениþ резуëüтатов реаëизаöии соöиаëüных инноваöий (÷то проявëяется в äина-ìи÷но растущеì коëи÷естве пубëикаöий на эту теìу [3, 4]), совокупностü характеристик систеìы управëения сëеäует äопоëнитü ряäоì äруãих: ис-поëüзование äостоверной, объективной, поëной инфорìаöии об управëяеìых объектах и проöес-сах, возìожностü изìерения резуëüтатов их функ-öионирования.Поäробный обзор пубëикаöий, посвященных особенностяì систеìы управëения соöиаëüныìи инноваöияìи, раскрытиþ сущности ее отäеëüных функöий показаë, ÷то работы российских авто-ров иìеþт, преиìущественно, пробëеìно-поста-ново÷ный, теорети÷еский характер (к ÷исëу наибо-ëее ãëубоко проработанных сëеäует отнести работы [5][6][7][8][9][10][11]). Наприìер, в работе [12] раскрывается траäиöионный спектр у÷астников, а также этапы реаëизаöии соöиаëüных инноваöий, äëя кажäоãо из них опреäеëены резуëüтаты возäействия на об-щество. Прикëаäной аспект работ российских ав-торов выражен, преиìущественно, в ка÷ественноì описании особенностей инноваöионных проöес-сов в образоватеëüных и ìеäиöинских у÷режäе-ниях. Что касается соäержания поäхоäов к оöен-ке резуëüтативности соöиаëüных инноваöий, то в боëüøинстве иссëеäований он закëþ÷ается в при-ìенении ìетоäа экспертных оöенок.В работах зарубежных авторов ярко выражена прикëаäная ориентаöия, äеëается попытка äатü ответы на вопросы: «Какиì образоì испоëüзуþтся резуëüтаты теорети÷еских иссëеäований разно-образных аспектов управëения соöиаëüныìи ин-новаöияìи в реаëüной äеятеëüности соответству-þщих орãанизаöий и орãанов ãосуäарственной вëасти?», «С поìощüþ каких ìетоäов возìожна коëи÷ественная оöенка возäействия соöиаëüных инноваöий?» [13], раскрываþтся конкретные ìе-тоäы и поäхоäы.Боëüøой вкëаä в развитие ìетоäоëоãии оöен-ки инноваöионных проöессов в соöиаëüной сфере сäеëан иссëеäоватеëяìи инноваöионноãо фонäа Nesta [14].
