Purpose -This research aims to investigate the impact of the use of social media on the organizational form and function in selected local governments of Indonesia, Thailand and the Philippines.Design/methodology/approach -This research used quantitative and qualitative methods. The researchers not only conducted comparative-explanatory studies among the three ASEAN cities but also used multiple-informant and secondary data analyses. All variables are operationalized into indicators and transformed into a questionnaire in three languages: English, Indonesian and Thai. Primary data for the research were collected using a cross-sectional survey conducted in Bandung City, Indonesia; Iligan City, the Philippines; and Pukhet City, Thailand.
Social media has a significant impact on political and social life, particularly in policy making. In order to examine social media use in policy making, the researchers obtained and analyzed data on Twitter or Facebook using a NodeXL program from January to June 2016 in three ASEAN cities, Bandung (Indonesia), Iligan (Philippines) and Pukhet (Thailand). Research found that Bandung City has made significant achievement at the engagement level by engaging with the city community in daily city affairs. Meanwhile, Iligan City and Pukhet City are still in the stage of transforming their respective internal organizations. The pivotal factors of social media use in three cities is top and middle leader role, legal standing for social media use, policy framework and internal change management
This article explores the mechanisms of formulation and implementation of citizen engagement in Thailand. A province in the Northeast of Thailand was chosen as the case study. Three groups from each local administration organization were purposively selected to be critical informants, firstly, executive officers, both politicians and bureaucrats, secondly, leaders of council community organizations, thirdly, local leaders such as religious leaders, women's leaders, leaders of civil society community organizations and youth organizations. The results showed that citizen engagement could strengthen local governance accountability and responsiveness to citizen-led initiatives.
This study would like to demonstrate the conditions for implementing digital technology in municipal operations and the people residing in the municipality. The main objective is to study the use of digital technology in the works of the municipality and their attitudes towards the use of digital technology. The results are that digital technology can promote the achievement of information sharing both within the various departments of the municipality and between the municipality and the people. It allows all parties to have access to information and work together with a smoothness, not redundant or causing conflicts. It will contribute to the work of the municipality more efficiently. Therefore, the use of digital technology under this feature aims to promote the flow of information between different parties to occur thoroughly and equally. They can take advantage of data to work together as well.
