The system for medical rehabilitation in Croatia

Abstract: Medical rehabilitation in Croatia needs a national strategic plan for a three-level system that incorporates inpatient, outpatient and community-based rehabilitation.

“…The tertiary level consisting of a central institution that serves as national referral centre for impairment categories, provides long, inpatient comprehensive rehabilitation of complex impairments, and consultative, specialized outpatient services, engages in PRM specialization and research, conducts national registers and epidemiological studies of disability and prepares clinical performance guidelines. In Hungary national planning along these lines has in 2005 been initiated, focusing on the two most disadvantaged regions of the country; in Croatia leading rehabilitation experts are in agreement that such a system should be established [27] but no concrete proposal has been submitted to the Ministry of Health. “…In Hungary over 50% are occupied by patients with musculoskeletal conditions who may be cared for as outpatients [25] and this is the case in some other CEE countries as well. Slovenia (since 1954), Hungary (1966) and Slovakia (1986) have national institutes for inpatient, comprehensive care of complex impairments (stroke, TBI, SCI, amputations of limbs) while in Croatia and the Czech R. such institutions are not available and facilities for these impairments are insufficient, dispersed, poorly cooperating and uncoordinated [26,27].
