Salt is a strategic commodity that needs to be maintained. The salt problem has not resolved, so it is necessary to find the right solution for salt development. The study was carried out in Sampang Regency as a salt-producing area which was proposed for salt approval and formulated a policy for salt development. The research method used is the DPSIR method (Driving Power /; Pressure; State; Impact; Response). The main problems with developing salt are the impartiality of local salt prices, the supply chain system, changes in pond function, climate uncertainty, and inadequate infrastructure. Efforts must be made to develop salt are the modernization of the production process, controlled of salt price regulations, market search, improvement of human resources and structuring of supporting facilities for salt production should be carried out.

Saltworks integration in Pati Regency has been conducted for 4 (four) years starting from 2017 to 2020. The aim of this research was to analyze the sustainability of saltworks integration in terms of ecological, technological, economic, social, and institutional (ETESI) aspects. The research was conducted for 9 (nine) months from March to November 2020. The research locations for saltworks integration were in Raci Village - Batangan Subdistrict, Genengmulyo Village - Juwana Subdistrict, Tluwuk Village - Wedarijaksa Subdistrict, and Kertomulyo Village - Trangkil Subdistrict. Sustainability analysis was performed using Rapfish method. Through the R software, the anchor was created automatically so that users only need to input data through Microsoft Excel, then the Rapfish analysis was carried out automatically by the R software. The results of the sustainability index analysis of saltworks integration in the ecological aspects of Raci Village, Batangan Subdistrict showed a sustainable index value. Genengmulyo Village - Juwana Subdistrict, Tluwuk Village - Wedarijaksa Subdistrict, and Kertomulyo Village - Trangkil Subdistrict had an opportunity of attaining sufficiently sustainable status by considering indicators that affect its sustainability. Technological, economic, social and institutional aspects in all villages, where saltworks integration was located, showed a sufficiently sustainable status.

The main problem of the salt supply chain system is the oligopoly market structure dominated by middlemen which reduces the bargaining power of farmers. It has, however, been discovered that vertical collaboration (farmers to cooperatives) and horizontal collaboration (farmers to farmers) models have the ability to increase farmers' revenue. Therefore, this research was conducted to determine the effect of both horizontal and vertical collaboration models on the salt supply chain system with the expectation to increase farmers' revenue. This involved the application of the cooperative game theory with Shapley's value used as the basis for decision making. The result showed that the collaboration of stakeholders in the salt supply chain system has the ability to increase farmers' revenue, especially when they sell a maximum of 20% of their products through cooperatives and the rest through middlemen. This means the existence of farmers as cooperative members has a positive impact as observed in the revenue increment. Therefore, it is recommended that cooperatives improve their functions and roles as providers of savings and loans and market seekers, determine the appropriate prices for salt, and improve the quality of the products produced by their members. Moreover, a collaboration between farmers is mutually beneficial and this means efforts should be made to ensure cooperation, especially for small farmers.
