Rediscovering the Transition in China’s National Interest: A Neoclassical Realist Approach

Recently, China’s core national interest proposal has drawn significant attention from scholars, triggering a wide range of discussions on this interesting phenomenon. However, the existing literature remains largely limited to single-case studies and has neglected several crucial questions: What is the major difference between China’s national interest and core national interest? What factors may cause a transition from a national interest to a core interest? How can we understand this long-term transition? Based on these questions, this article constructs a neoclassical-based analytical framework to trace that transition, arguing that the major difference between these two concepts is the scope of their application. Meanwhile, the transition in China’s national interest can be categorised as “defensive national interest,” “constructive national interest,” and “adversary core interest” from the beginning of the 1980s to 2017 – with the scope expanded accordingly from the domestic and regional levels to the inter-regional one.

Hada un marco constnictivista realista para el análisis de las relaciones internacionales desde las periferiasR ESUMEN El presente artículo dene por objetivo sistematizar y articular dentro de una misma propuesta teórica distintos problemas asociados a la falta de un marco conceptual que pueda ilustran dinámicas y procesos económicos, políticos y de seguridad internacional.Aquí se presenta una propuesta en este sentido, denominada constructivismo realista periférico. Este marco surge de triangular, en un enfoque sistémico, nociones propias del realismo y el constructivismo, ajustadas a una mirada desde el "Sur".A partir de la construcción de una tipología básica, se concluye analíticamente que el sistema internadonal es el resultado reladonal (material y nocional) de las unidades que lo componen: el sistema se co-construye en forma diferendal para los agentes centrales y para los agentes periféricos. Así, el marco conceptual permite analizar el comportamiento de las unidades mediante la comprensión de cómo se generan las percepdones de amenaza y benefido en el nivel sistémico.finalmente, se construyen dos modelos analitico-expHcativos orientados a entender dinámicas políticas y económicas que dinamizan procesos asociativos en las periferias. PALABRAS CLAVE marco conceptual • periferia • constructivismo realista ABSTRACTThis article aims to systematize and articulate, within a theoretical proposal, the problems emerging from the absence of a conceptual framework that can account for international economy, politics and security dynamics and processes of peripheral countries.The article presents a proposal of a conceptual and methodological framework called peripheral realist constructivism. This framework arises from the triangulation, within a systemic approach, of notions of realism and constructivism, tailored from a South's view.Beginning with a basic typology, the analysis deployed here finds that the international system 1s the relational outcome (material and notional) of its component units: the system 1s co-constructed in different senses for central and peripheral agents. Political and Economic Relations of Strategic Triangle Among China, Taiwan and United States (1996-2016)

Purpose: The paper aims to analyze the political and economic relations between China and Taiwan from 1996 and 2016. Methodology/Approach: Multi-method methodology is applied to understand 20 years of complex interdependency relation between China and Taiwan. A logistic regression model is used to stablish the interactions among the variables and then a historical perspective provides an in-depth discussion regarding the political entities’ relationship. The findings: China as the principal Taiwanese trade partner provokes a dilemma to Taiwan, because these condition pressure to Taiwanese government adopt international insertion that don’t compromise the Chinese preferences. Also, China hostile diplomacy, situation in strategic triangle among China, Taiwan and United States, and electoral period correspond the other variables that influences Taiwanese political behavior. Research Limitation/implication: The analyses don’t cover the Tsai Ing-wen government but indicates the possibilities to the current administration. Originality/Value of paper: Although the paper has a historical limitation, the originality is the use of multi-method approach. This paper contributes in methodological and theorical assessment about economic and political relations between China and Taiwan.
