The need to better understand the mechanisms underlying regional growth patterns is widely recognised. This paper argues that regional growth is partly a function of the value created through inter-organisational flows of knowledge within and across regions. It is proposed that investment in calculative networks by organisations to access knowledge is a form of capital, termed network capital, which should be incorporated into regional growth models. The paper seeks to develop a framework to capture the value of network capital within these models based on the spatial configuration and the nature of the knowledge flowing through networks.

The production of scientific and technical knowledge is mostly concentrated in specific locations (high-tech clusters, innovative industry agglomerations, centres of excellence, and technologically advanced regions). Knowledge flows very easily within regions; however, scientific and technical knowledge also flow between regions. The aim of this paper was to analyse how knowledge flows between regions, and the effect of these flows on the innovative performance, measured by patent applications. We estimate a regional knowledge production function, and, using appropriate spatial econometric estimation techniques, we test the effect of both geographical and relational autocorrelation (measured by participation in EU funded research networks as part of Fifth Framework Programme). We model unobservable structure and link value of knowledge flows in these joint research networks. Submetido: 11 de abril de 2010; aceito para publicação: 16 de julho de 2011 Resumo: O trabalho avalia em que medida o grau de especialização ou diversidade pode afetar o desempenho inovador regional. Além disso, outros fatores determinantes da inovação são considerados, como a capacidade de realização de P&D, o nível de escolaridade e a defasagem temporal da inovação. A base de dados é organizada em função das 63 microrregiões do Estado de São Paulo no período entre 1996 e 2003, e submetida a modelos de dados em painel espacial dinâmico. Os principais resultados revelam que a diversidade e a especialização produtiva são igualmente importantes para explicar o desempenho inovador das microrregiões.Palavras-Chave: sistema regional de inovação, externalidades de diversificação e especialização, modelo dinâmico de dados em painel.
