Financial development and human capital's crucial roles in economic growth have been widely recognized in the literature. However, a direct link between financial development and human capital, in the long run, has not been investigated, in particular in emerging markets in Asia. This study investigates the nexus between financial development and human capital for a group of nine emerging markets in the Southeast Asian region over the period 1990-2018. Econometric techniques allowing for cross-sectional dependence and panel cointegration, such as the dynamic least squares (DOLS) and fully modified least squares (FMOLS), are used. We also use three indicators as the proxies for financial development: broad money supply, bank credit, and private sector credit. Empirical findings from this paper indicate that financial development contributes positively and significantly to human capital accumulation. We also find that economic growth enhances the formation of human capital. The rapid growth of negative consequences from climate changes provokes divergent effects in all economic sectors. The experts proved that a core catalyst which bootstrapped the climate changes was greenhouse gas emission. This has led to a range of social, economic, and ecological issues. Such issues could be solved by extending innovation and information technology. This paper aimed to check the hypothesis that innovation and information technology allowed for a reduction of greenhouse gas emissions. The author used such methodology as OLS, fully modified OLS (FMOLS), dynamic OLS (DMOLS), Dicky-Fuller and Phillips-Perron tests. The research is informed by the report of the World Economic Forum, World Data Bank, Eurostat for the Visegrád countries (Hungary, Poland, Check Republic, Slovakia) for the period of 2000–2019. The findings were confirmed in models without control variables, and an increase of 1% of patents led to reducing greenhouse gas (GHG) emissions by 0.28% for Poland, 0.28% for Hungary, 0.38% for the Slovak Republic and 0.46% for the Czech Republic. At the same time, for the models with control variables, only Hungary experienced a statistically significant impact. There, an increase of patents by 1% led to reduction of GHG emissions by 0.22%. The variable R&D expenditure was statistically significant for all countries and all types of models (with and without control variables). The increase of R&D expenditure provoked a decline of GHG emissions by 0.29% (without control variables) and 0.11% (with control variables) for Poland, by 0.26% (without control variables) and 0.41% (with control variables) for Hungary, by 0.3% (without control variables) and 0.23% (with control variables) for the Slovak Republic and by 0.54% (without control variables) and 0.38% (with control variables) for the Czech Republic.

The goal of this paper is to prove the necessity for a more thorough consideration and more active use of the modern ICTs for the technological support for the practical implementation of the SDGs’ ecological block in the aspect of the increase of energy efficiency and environmental pollution control. The originality of this paper is as follows: it develops a proprietary methodology of evaluating the technical readiness (level of the development of ICTs) for implementing the ecological block of the SDGs, which envisage the increase of energy efficiency and the growth of environmental pollution control. The highest (but moderate) technological readiness to implement the ecological block of the SDGs among developed countries has been shown by Canada (14.42 points) and Denmark (11.03 points), among developing countries—China (7.72 points). As a result, it has been proved that UCTs are a perspective tool of the practical implementation of the ecological block of the SDGs, stimulating the increase of energy efficiency and improving the environment pollution control. For developed countries, it is recommended to increase the use of Big data and AI analytics by 90.36% and increase the use of ICTs in E-government by 89.74%. This will allow achieving the growth of energy efficiency by 8.28% and the decrease of environmental pollution by 28.41%. In developing countries, it is recommended to increase world robots distribution by 14.17% and increase the use of ICTs in E-government by 76.74%. This will allow increasing the energy efficiency by 16.77% and decreasing the level of environmental pollution by 15.54%. This paper’s contribution to literature (innovative aspect of research) consists in filling the gap of the uncertainty (underdevelopment) of the tools for practical implementation of the SDGs ecological block. This paper has demonstrated the substantial potential of ICTs in the stimulation of the growth of energy efficiency and reduction of environmental pollution in developed and developing countries.
