Community-Based Tourism is seen for having a huge impact on rural communities in the Philippines and many countries. It is generally known for its pro-poor implications that deliver socio-cultural, ecological, and economic benefits to steer a community if directed with strong policies. CBT has a great potential on elevating the said aspects of a locality for community development. Hence, the researchers attempted to comprehensively determine the perceptions of key actors in CBT with quantitative approaches to shed light on its costs and benefits in the communities of Romblon province in the Philippines. Through quota sampling, a total of 400 residents were surveyed to determine their positive and negative perceptions towards CBT. Structural Equation Modeling was utilized as the statistical analysis tool to impute relationships on the latent variables; sustainable tourism development, politico-administrative affairs and climate, and citizen participation. The model provided empirical evidence that CBT activities positively affect the latent variables in Romblon province. The findings contributed to the great importance of politico-administrative affairs and climate as a support system to enhance tourism laws and programs. The authors, moreover, advocated for further improvements on sustainable tourism development and citizen participation. Among recommendations, in order to assist the tourism stakeholders in the development of CBT, this study proposed sustainable tourism programs focused on enhancement of the quality of life of the locals, fostering collaborations among institutions and the people, and for a sustainable growth of Romblon province

This paper investigates the use of the Knowledge Attitude Practices (KAP) survey and suggests its extension to Knowledge Attitude Skills Practices (KSAP). It brings value to tourism theories at the level of the tourist and hosts, and argues that communities must be capacitated with the knowledge, attitudes, skills, and practices that transcend tourism. This is a conceptual paper, compiled using secondary data that already exists in the public domain. The paper suggests carrying out surveys that incorporate KSAP regarding CBT at level 1, tourism at level 2, and livelihoods at level 3, for a holistic understanding of these aspects among community members, tourists, and other stakeholders. The KSAP model posited in this paper is a tool that may be used by considering the prevailing local conditions and contexts, and the appropriate unit of analysis from tourism stakeholders.

The development of a tourism village is an effort to reduce the outflow of profits out of the region, the benefits can be enjoyed by the community, and so, the economic exchange that occurs gives benefits to the development of the community and the region itself. The purposes of this study are: 1) to analyze the influence of the tourism villages developmenton community empowerment in Penglipuran Tourism Village, Bangli Regency; 2) analyze the influence of the tourism villages developmentand community empowerment on community welfare in Penglipuran Tourism Village, Bangli Regency; 3) analyze the role of community empowerment in mediating the influence of the development of tourism villages on the welfare of the community in Penglipuran Tourism Village, Bangli Regency; 4) design a tourism village development strategy in accordance with the conditions of the community in Penglipuran Tourism Village in Bangli Regency. This research was conducted in Penglipuran Tourism Village, Bangli Regency. The number of samples in this study based on the Slovin formula as many as 194 respondents with the sampling method used is nonprobability sampling that is a combination of accidental sampling and snowball sampling. Data collection methods used in this study were observations, structured interviews, in-depth interviews. Data analysis techniques used are descriptive analysis techniques and Structural Equation Modeling (SEM) with alternative PLS (Partial Least Square). The results of this study indicate that the development of a tourism village has a positive and significant effect on community empowerment, the development of a tourism village has a positive and significant effect on community welfare in Penglipuran Tourism Village, community empowerment has no significant effect on community welfare, the indirect effect of the development of a tourism village on community welfare through community empowerment is insignificant and the right strategy direction to be implemented is to organize events to attract tourists, increase and multiply tour packages, and preserve the cultural authenticity of Penglipuran Tourism Village.
