“…This method is often used by other organizations to learn how they can improve their own performance ( 13 , 14 ). Different from the typical approach in many transit related studies (e.g., statistical description and analysis) which seeks to develop a picture of activities, a benchmark study is a specific investigation on the best performing agencies/organizations to learn how they reached that position ( 15 , 16 ). More specifically, the present benchmark study: (i) examines the participants, the development process, and the evaluation of U-Pass programs, (ii) inspects the crucial elements of these programs, and (iii) derives a general procedure of a U-Pass program from the perspectives of three parties of interest: transit agency, educational institution, and student association, which could assist responsible transit agencies and educational institutions in enhancing their current U-Pass programs or launching new programs in the future.…”
