In the context of traditional media, the media can dominate the topic and composition of public opinion, but in the context of the convergence of online media, the dominance of public opinion has gradually evolved from the direction of the coexistence of single items and pluralism, especially from the international level. In other words, the construction of the comprehensive strategic writing partnership between China and Russia in the new era has given a new orientation and connotation to the bilateral relations and cooperation in the new era. In the face of an increasingly complex international public opinion environment, media cooperation between China and Russia is crucial. Therefore, based on an in-depth analysis of the construction of the discourse power of international public opinion under the dual influence of the ecological environment and the network environment, the construction of the discourse power of international public opinion is discussed from the aspects of the construction of discourse objects, the construction of the main body, and the enrichment of the content of international communication.

PurposeThe paper attempts to construct a novel multi-objective grey hierarchical group consensus approach to deal with the group consensus problems consisting of hierarchical relationship and non-cooperative behaviors among decision makers (DMs).Design/methodology/approachTo deal with these group consensus problems consisting of hierarchical relationship and non-cooperative behaviors among DMs non-cooperative behavior in uncertain information systems, considering the influence of coordination cost and the degree of group consensus, based on the idea of grey situation decision-making, the authors establish a multi-objective grey hierarchical group consensus model, and design different invalid decision elimination rules for decision-making groups of different sizes, and use a case verifies the effectiveness and feasibility of the model.FindingsWith the continuous improvement of the coordination cost budget, the degree of consensus of all departments and the overall consensus tend to be stable, and will no longer change with the increase of the coordination cost budget. The cost required by each department is basically consistent with the response trend of the cost required to coordinate the overall situation to the pre-set lower limit of group consensus.Originality/valueThe proposed approach can succeed in identifying DMs' information, and mine the DMs' information and help make a relatively more scientific decision.

In the increasingly complex and uncertain decision-making circumstances, interest groups and individuals will deliberately set attributes weight to manipulate the expected ranking of alternatives in order to achieve their benefits. However, it is not easy to change the ranking of alternatives, a certain compensation cost should be paid by decision makers. In previous studies, most scholars only considered the existence of unit compensation cost but ignored the uncertainty of compensation cost, which increased the risk of decision-making. In order to address the research gap, we construct two kinds of uncertainty sets in this work to describe the uncertainty of unit compensation cost more accurately. In addition, a robust strategic weight manipulation model is proposed with the presence of unit compensation cost uncertainty based on the robust optimization method to reduce the risk of the model. Furthermore, the proposed robust optimization model is applied to a numerical simulation of environmental assessment. The results show the applicability of the proposed method. Through comparison analysis and sensitivity analysis, we state that the proposed robust model is more scientific and effective than original model. Finally, some interesting conclusions and future research directions are given.
