In the context of traditional media, the media can dominate the topic and composition of public opinion, but in the context of the convergence of online media, the dominance of public opinion has gradually evolved from the direction of the coexistence of single items and pluralism, especially from the international level. In other words, the construction of the comprehensive strategic writing partnership between China and Russia in the new era has given a new orientation and connotation to the bilateral relations and cooperation in the new era. In the face of an increasingly complex international public opinion environment, media cooperation between China and Russia is crucial. Therefore, based on an in-depth analysis of the construction of the discourse power of international public opinion under the dual influence of the ecological environment and the network environment, the construction of the discourse power of international public opinion is discussed from the aspects of the construction of discourse objects, the construction of the main body, and the enrichment of the content of international communication.
With the rapid development of network technology, the rapid rise of network public diplomacy with social media has gradually become an important form for governments, which carry out public diplomacy to target countries. Under the background of the continuous and in-depth development of China and Russia comprehensive strategic partnership, the Russian Embassy in China has launched a series of new media public diplomacy activities through the WeChat public account. The theory of international communication and public diplomacy adopted to study the offi cial WeChat public number of the Russian Embassy in China specifi cally by new media. This paper analyzes the topic distribution, dissemination content and dissemination eff ect of the public article, trying to observe the use of new media in China. The strategy of diplomacy is to conduct new media public diplomacy for other countries as a reference.
Using a combination of literature analysis and historical literature comparison methods, the study analyzes the international and domestic social background of Glasnost and journalism reform, reviews and studies Gorbachev’s objectives, measures and development process of carrying out journalism reform. Journalism reform is a part of Glasnost and also a method demand of other reforms within socialism. The implementation of the reform of the journalism has taken a variety of measures, and has gone through three historical stages: impediment stage, expansion stage and development of liberalization stage. The results show that the failure of journalism reform and the disintegration of the state are caused by the political and economic situation in the Soviet Union and the historical legacy problems. However, a series of improper measures carried out by the journalism reform undoubtedly accelerated the disintegration of the Soviet Union.
Over a considerable period of time, China has formulated a series of press freedom principles and guidelines for practice. These have their own distinctive features. China has also established its own legal system to regulate press freedom. By using the methods of literature analysis, text analysis, historical analysis and induction methods, this paper studies the origin, spiritual essence and core content of China’s press freedom. In addition, the current general framework and functions of China’s press laws, as well as the significance of press legislation, are discussed. The study finds that although China has established a relatively complete legal framework to govern the press, but with the rapid development of China’s social economy, the problems facing news dissemination will be more and more, the promulgation of specialized laws remains necessary and inevitable in the realization of the supervision of the press control. China needs to establish a perfect news law as soon as possible.
