The resilience of cities to economic shocks: A tale of four recessions (and the challenge of Brexit)

Abstract: This paper examines the resilience of British cities to major economic shocks. Using a novel data set for 85 cities, it analyses their resistance to and recovery from the last four major recessions, over the period 1971 to 2015. It reveals a distinct shift in the relation between resistance and recovery between these shocks, as well as major differences between northern and southern cities. Some possible factors shaping these patterns are explored, and tentative estimates of the likely impact of the Brexit sho… Show more

“…We contribute to the recent stream of literature of regional resilience [2,6,31] by using the concept of external economies of complexity [7] in order to understand how the embeddedness of a local economic system can improve resilience in an area. We suggest that the external economies of complexity can decrease the unit cost and as such increase the resilience of local firms.…”

“…Consequently, it is not surprising that the majority of empirical studies use single measures of economic output and/or labour market performance [1,2,27]. Measures such as gross value added (GVA) and labour market indicators offer the advantage of timely and regular publication, consistency in their production, and understanding by a wide range of stakeholders.…”

“…There is no doubt that there has been a surge in research regarding the concept of regional economic resilience since the recent economic crisis (Fröhlich & Hassink 2018). There has also been an offshoot of this that looks specifically at urban and city resilience (Simmie 2017;Tan & et al 2017;Martin & Gardiner 2019). Despite the fact that there is some evidence that rural regions are less resilient than urban regions (Hennebry 2018), there is, as yet, a lack of research into the determinants of regional economic resilience in rural regions.…”

“…There have been a number of studies done focusing specifically on resilience of cities and urban regions (Simmie, 2017;Tan & et al, 2017;Martin & Gardiner, 2019) but much less research has been done focusing specifically on rural regions. Sánchez-Zamora et al (2014) focus specifically on rural regions in the Andalusia region of Spain and find that economic diversification is important for building resilience.…”
