The local government has the authority to take policy, as has the Regent of West Pasaman period 2007 has taken policies related to improving the reading ability of the Qur'an for every child in the government area he leads. This research will trace how the regent responded in enforcing perda No. 9 year 2007 so as to give birth to a generation that is able to read the Qur'an well and have sufficient religious understanding. The design of this study is qualitative, while the data sources that researchers use are nagari guardians, purposively selected citizens, community leaders, according to the desired data then in this study used data collection techniques in the form of observations, interviews and documentation studies. The results of the study prove that: first, Wali Nagari has a positive response, the indicator is the instruction of the guardian agari to all citizens to submit their children to the mosque and mushalla to get a reading education writing the Qur'an, renovate the mosque and mushalla to be worthy as a place to learn to read the Qur'an, complete the necessary facilities, give appreciation to the teachers paying in every mosque and mushalla that is in Talu nagari. Second, children's understanding of Islamic religious education has increased since the regulation of the area was established.

Students in Indonesian elementary school teacher education programs tend to have weaker song notation reading skill. To improve their skill in reading and understanding song notations, critical and reflective steps are necessary. Therefore, this research aims at improving the students' skills in reading and understanding song notations, which is necessary for their future teaching profession. This research was conducted using an action research design, manifested by planning and implementing seven critical-reflective action steps. The participants were 44 undergraduate students in an elementary school teacher education program in a university in West Java, Indonesia. The research found that the prospective elementary school teachers were not accustomed to reading the symbols in song notations. Therefore, their musical literacy was low. However, this research found that their song notation reading comprehension and skill could be improved by implementing several critical-reflective action steps. Additionally, the reports from this research illustrated the results of collaborative teamwork in developing and finding solutions in each of the learning steps.

Himmati is deliberately created as a textbook modification to recognize the Qur'an prepared for beginners. This research aimed to describe the characteristics of teaching material contained in Himmati. This research was a qualitative approach and content analysis of the perspective of Thu’aimah. It also belonged to library research with the main data source is a book, named Himmati: Modifikasi Pembelajaran Dasar Mengenali al-Qur’an from volume 1 to volume 5. The results showed that: 1) Generally, the teaching materials in Himmati were divided into 5 volumes which were presented inductively, namely the introduction of letters, words, tajweed, gharib, and verses in the Qur’an. Specifically, the teaching materials in Himmati were divided into 7 volumes which were presented with examples from the Qur'an and colored in the order of the frequency of visible light, from red to violet. The 1st volume focused on pronunciation, the 2ndA volume was on short vowels, long vowels, nunation (tanwin), and original sukuun, the 2ndB volume was on non-original sukuun and shadda, the 3rdA volume was on the law of nuun sukuun, nunation, germination nuun and miim, the 3rdB volume was on the law of miim sukuun, definite article al, and madd, the 4th volume was on the rule of exception, and the 5th volume was on the stop sign.
