The effects of the COVID-19-related crisis in society can be seen not only in long-distance passenger transport but also in the urban transportation services in the territory. During the pandemic, the travelling public tended to choose private motor vehicles, bicycles, or walking as their mode of transport to work or other activities. This fact was also the subject of our research based on the analysis of data on public passenger rail transport in the individual regions of the Slovak Republic and based on data analysis performed, also in urban transport in the city of Žilina. Mobility in the city was investigated and analysed based on detailed monitoring of the use of the means of transport on a specific trolleybus line No. 67, where a hybrid trolleybus Škoda 26TrA Solaris was deployed. It was found out that the impact of the pandemic and the adoption of restrictive measures to prevent the spread of the disease significantly affected this trolleybus line, where, depending on the extent of the measures taken, the occupancy of the trolleybus fluctuated by up to 60 % in specific months compared to the standard period of use of this means of transport.

The disease COVID-19 negatively affected sustainable mobility, including public passenger transport, as it was necessary to take several measures to reduce the population’s mobility. It also limited rail passenger transport. Railway operators suffered from a significantly reduced number of passengers. An analysis of the transport performance of railway passenger transport is conducted in a case study in Slovakia. Based on the decline in transport performance in railway passenger transport and the degree of measures introduced, a new methodology and procedure for introducing pandemic measures are proposed in the context of reducing the scope of rail passenger transport. The measures are proposed under the condition that it is necessary to monitor the roles and responsibilities of railway infrastructure managers and rail passenger operators. The proposed methodology includes a transport performance forecast according to the defined transport reduction measure level and the train traffic diagram variants on the model railway line in the case of levels of the implemented measures. These proposals will contribute to higher quality and more efficient railway transportation, including optimal use of railway infrastructure capacity during emergency situations. The novelty of the research lies in the new methodological procedure and its practical application.

During the COVID-19 pandemic, the railway sector experienced a significant worldwide decrease in the number of passengers due to the reduced transportation capacity of trains introduced for limiting social contacts and passengers fears from the disease. The reduction in population mobility resulting from national anti-pandemic measures led to the fact that carriers in the Slovak Republic began to optimize and limit the rail transport performance. Several measures were also implemented to reduce the risk of the spread of the COVID-19 disease so that passengers feel safe while traveling by train. Globally, we are entering the third year of coronavirus, and the pandemic is expected to continue even this year. For this reason, forecasting passenger demand for rail transport is becoming increasingly important and it is necessary to take measures in public passenger transport that will consider the reduced mobility due to the COVID-19 pandemic. The paper deals with the proposal of a methodology for planning transport services on selected regional railway lines during the COVID-19 pandemic.
