While the rise and political implications of populism in Southeast Asia have received significant academic attention, the impact of populist ideology on foreign policy remains understudied. This article tries to narrow the gap by presenting a case study of Indonesia under the first tenure of President Joko Widodo (Jokowi), 2014-2019. Drawing on the ideational dimensions of populism, which centers on the anti-elitist characteristic of populist leaders, it proposes three sets of hypotheses. The main expected elements are: an anti-elitist stance and a perception of the victimization of the people; a perception about threatening outsiders; and a pro-people style of communication in the conduct of diplomacy. The empirical findings demonstrate that the substance or objective of Jokowi's foreign policy does not confirm the anti-elitist and hostile view of foreigners, although longstanding nationalism remains to dominate Indonesia's foreign policy. Jokowi's technocratic populism's intervention is more effective in introducing and altering the processes and forms of diplomacy, suggesting closer linkages between foreign policy and ordinary citizens.

Seçim beyannameleri, demokrasi kültürünün gelişimi ve seçmenlerin oy verme davranışlarının daha bilinçli hâle gelmesi bakımından önemli bir role sahiptir. Türkiye Cumhuriyeti’nde ilk seçim beyannamesi, 21 Temmuz 1946 tarihinde yapılan Milletvekili Genel Seçimleri’nde siyasal hayattaki yerini almıştır. Seçim beyannamelerinin, daha sonraki yıllarda siyasi partiler tarafından daha fazla önemsendiği ve detaylandırılarak hazırlandığı görülmektedir. Demokrasilerin temel unsuru olan siyasi partiler, yayınladıkları seçim beyannameleri ile toplumsal siyasallaşmaya da katkıda bulunmaktadırlar. Bu beyannameler aracılığıyla seçmenler, siyasi partilerin vaatleri ve politikaları hakkında bilgi sahibi olurken; bu vaat ve politikaların, reel hayattaki sorunlarla ne kadar kesiştiğini de değerlendirme imkânı oluşmaktadır. Cumhuriyet’in 100. yılında siyasi partilerin seçim beyannameleri daha büyük bir önem kazanmakta; siyasi parti ve seçmen etkileşimi açısından da mühim bir iletişim aracı olarak kabul edilmektedir. Bu makalede, 14 Mayıs 2023 tarihinde yapılan 28. Dönem Milletvekili Genel Seçimi sonucunda TBMM’ye milletvekili göndermiş olan Adalet ve Kalkınma Partisi, Milliyetçi Hareket Partisi, Yeniden Refah Partisi, Cumhuriyet Halk Partisi, İYİ Parti, Yeşiller ve Sol Gelecek Partisi ve Türkiye İşçi Partisi’nin ve partilerin dahil olduğu ittifakların yayınladığı seçim beyannameleri, Kadın Politikaları ve Dış Politika bağlamında uluslararası ve bölgesel örgütlerle ilişkiler alanlarında vaat edilen hedefler özelinde betimsel araştırma yöntemiyle incelenmiştir. Bu bağlamda bu çalışmada, Cumhuriyet’in 100. yılında Türkiye siyasetinin vaat edilen hedeflerle nasıl şekilleneceğinin karşılaştırmalı bir şekilde ortaya konması hedeflenmektedir.

The purpose of this paper is to examine the impact of the rise of nationalist-populist leaders in nuclear-armed states on the nuclear order and whether they may enhance the probability of nuclear war. Trump and Putin will serve as case examples in this paper, as the United States and Russia are the world’s two most powerful nuclear-armed states. Trump is an illustration of how social media may affect nuclear order. His comments on social media about nuclear weapons are unreliable and do not reflect the national attitude. Putin used nuclear threats to legitimise his leadership and protect Russia’s position as a powerful nation, rather than to prepare for an actual nuclear war, according to an analysis of his actions. Thus, this essay argues that nationalist populists may weaken nuclear order but may not raise the risk of trigger a nuclear war. Misperceptions among governments could be the direct cause of the danger of nuclear war rather than the rise of nationalist populist leaders.
